Background
The
International Labour Organization (ILO) is a specialized UN agency with a
tripartite structure encompassing representatives from government, employers,
and workers. This makes the ILO a unique forum in which the governments
and the social partners of the economy can freely and openly debate and elaborate labor
standards and policies. The Jakarta office of the ILO undertakes a diverse program of activities and projects
for Indonesia and Timor Leste related to issues such as employment, labor rights and standards, social protection and skills development.
The main counterparts
are the ILO constituents, the
Ministry of Manpower and Transmigration, the labor unions and the
employers’ organization, as well as a range of other partners in
government and civil society.
The
International Program on the Elimination of Child Labor (IPEC) is a specialized
program of the ILO, which is operational in 70 countries worldwide. Its objective is
the effective abolition of child labor, assisting member States and social partner
constituents in designing and implementing policies and programs to prevent and
eliminate child labor in accordance with international labor standards, including an urgent focus
on the elimination of the worst forms of child labor.
The
ILO project “Reducing
Child Domestic Work by Promoting Decent Work for Domestic Workers” is focusing on Indonesia, with aims to reduce child domestic
work by building the capacity of
Domestic Workers Organizations, so that they are better equipped to i) Advocate
for increased legal protection and enforcement for domestic workers and child
domestic workers in particular; ii) Empower domestic workers to
improve their working and living conditions; iii) create and expand mechanisms
for reporting illegal cases of exploitation to the relevant authorities, and
iv) raise awareness of issues relating to domestic work and child domestic
work.
Reporting
lines
The incumbent will be based in Jakarta and
will report to the National Chief Technical Adviser, also based in Jakarta. He/She will interact
with IPEC EIA in Geneva on the CMES.
Position
To support the implementation of this
project, the ILO Office for Indonesia and Timor-Leste is hiring a Monitoring and Evaluation Officer. The incumbent will assume
day to
day responsibility in managing the comprehensive monitoring and evaluation system (CMES), specifically the
implementation of the project monitoring plan (PMP), the review and analysis of
information and monitoring and evaluation data and the
production of analytical reports with findings, recommendations and lessons
learnt covering the scope of the CMES.
Specific Duties and
responsibilities
Under the guidance of the National Chief Technical
Adviser and with technical inputs from IPEC EIA in Geneva and other relevant ILO Units:
- Design, develop and implement theM&E system of the Project and ensure a full gender-mainstreamed M&E plan.
- Monitors the use of relevant ILO and other knowledge by the project as well as captures relevant knowledge generated by the project for sharing with others
- Undertake missions to project sites to monitor and evaluate activities and progress towards achievement of Project outputs and identify areas where technical support to Project partners is required.
- Design baselines and other data collection activities
- Maintain and administer the management information system (MIS) and routinely analyse and aggregate field reports, M&E results and lessons to be learned to prepare reports and recommendations.
- Perform data analysis and organize regular formal and informal reflection processes and events to share data with project management and stakeholders for improving project performance, impacts, scaling-up and influencing other key stakeholders, using data and feedback from the field.
- Review and revise reporting formats, M&E approaches and tools and the M&E framework as required.
- Develop M&E processes and tools for Project partners and oversee their implementation.
- Design and implement capacity building activities on monitoring and evaluation for the Project partners
- Act as resource person for training on project monitoring and evaluation
- Provide technical guidance to Project staff in planning and implementing M&E systems and activities, data-based program decision-making and results reporting.
- Advise and plan for M&E systems for specific interventions
- Provide input to the methodological review and preparation of consolidated comments for independent evaluations
- Contribute to the preparation of Project Work plan and timely delivery of activitie
- Perform other relevant tasks requested by the Chief Technical Advisor of the Project and the Director of the ILO office in Jakarta.
Qualification
requirements:
Education
University
degree in social science, development studies, economic, management, industrial
engineering or related field with demonstrated expertise or equivalent
experience. Specialization or formal training in planning, design, data
collection, monitoring and evaluation methodologies and project cycle
management
Experience
Two
to three years experience in Monitoring and Evaluation of development
programmes and policies, including planning, management and conducting
evaluations.
Languages
Excellent English and
Bahasa
Competencies
- Knowledge of programme and budget, project administration and evaluation concepts and procedures.
- Knowledge of the office’s financial rules and regulations.
- Knowledge of office-wide activities and objectives.
- Ability to interpret project information and to identify and analyze problems with implementation.
