of philanthropic programs in Indonesia ranging from scholarship,
teachers training, school improvement programs,research support, to
small business development. Tanoto Foundation is currently looking for a

Finance Officer
The
Finance Officer is a mid-level position based in the Foundation’s
Jakarta headquarters. The position is responsible for maintaining
day-to-day accounting process, processing payments, administration of
tax obligation, assisting the annual budget process, managing banking
relations and the development, updating and implementation of related
Standard Operating Procedures (SOPs). The position is also responsible
for providing financial service and accounting supports to the
Foundation’s various programs, and for liaising with auditors. As
mid-level officer of Tanoto Foundation, this position provides inputs to Management on financial and accounting matters.
RESPONSIBILITIES AND TASKS:
1. Accounting function:
a. Monitor
the implementation and maintenance of accounting control procedures
including develop and maintain financial database, prepare and reconcile
bank statements, perform cash controls and account reconciliation.
b. Ensure
the smooth running of daily accounting and financial transactions such
as record transactions into the computerized system, accurately post and
balance all entries in assigned ledgers.
c. Maintain the accounts payable and accounts receivable systems in order to ensure aging of AR and AP are conducted.
d. Management
of the fixed asset process, policy, and procedure to ensure
depreciation of the Foundation’s fixed assets are calculated correctly.
2. Payment and Budget Processing:
a. Review
requests for payment to vendors originating from both Jakarta office
and field offices to ensure accuracy of information, proper
authorization, proper charging to budget components, compliance with the
Foundation’s procedures, and complete documentation.
b. Process the payment vouchers to ensure timely payments.
c. Maintain efficient filing systems for all payment vouchers and the supporting documentation.
d. Review and prepare payments for expense reports including preparation of monthly Outstanding Advances report.
e. Assist with preparation of the annual budget budgets and monthly forecast.
3. Tax payment and administration:
a. Ensure that taxes are calculated accurately and paid in a timely manner.
b. Ensure that all tax reports are produced and filed in a timely manner.
4. Banking relations:
a. Prepare necessary documentation and complete the authorization for opening and closing bank account.
b. Maintain custody of payment instruction forms, checks, and the registers.
c. Liaise and communicate with the banks on banking issues.
d. Propose investment of temporarily idle funds to the Head of Finance and Administration and to the Head of Tanoto Foundation;
5. Financial review, policy and compliance:
a. Prepare
materials and conduct analysis on finance and accounting report for the
monthly review meeting with Head of FA & Head of Foundation.
b. Assist
the Foundation’s Management in ensuring that all financial and
accounting policies and procedures are updated and understood by all
staff. In this connection, the position also provides training to staff
at the headquarters and at the field.
c. Provide suggestions and recommendations to improve the Foundation’s finance and accounting policies.
6. Audits
a. Conduct inspections to project sites to verify compliance.
b. Participate in implementation of audit recommendations.
c. Liaise with internal auditors and external auditors, including assisting with the preparation of audited financial statements, footnotes and supplemental information
7. Other functions
a. Participate in performance evaluation of peers and supervised staff, if any.
b. Any
other duties that maybe reasonably assigned by the supervisor,
including performance of other staff’s duties within the Finance &
Accounting Unit when the respective staff is not in the office or due to
the heavy workload in certain area.
c. Assist in development and implementation of new procedures and features to enhance the workflow of the department.
d. To manage regular communication/interaction with regional finance team.
SUPERVISES: (Indirectly) Field Finance and Administration Officers.
QUALIFICATIONS:
· University degree in accounting from reputable university.
· At
least 5 years of well-rounded working experience in accounting,
taxation and finance; previous working experience in development
organization or NGO is not a must but is an advantage.
· Having tax brevet A and B would be an advantage.
· Good level ability to communicate in English, both spoken and in writing.
· Proficient in MS-Office , MS -Outlook applications and familiar with accounting software.
· Demonstrated ability to work independently with minimum supervision.
· Detail oriented and organized in work.
· Ability
to work cooperatively and collaboratively with all levels of employees,
management, and external agencies to maximize performance and results
· Willing to travel to project sites.
WORKING CONDITIONS:
The position is based in Jakarta but from time to time may be required to travel to project sites (up to 20% of the time).
