USAID C4J Vacancy: IT Officer, Jakarta

Chemonics International Inc., a leading international consulting firm, seeks to fill the following long-term, full-time position for the Changes for Justice (C4J) Project, a project funded by the U.S. Agency for International Development (USAID) in Indonesia. The primary objective of the C4J Project is to improve the performance of Indonesia’s justice system, a prerequisite for good governance and sustained economic growth, through cooperation with the Supreme Court and Attorney General’s Office (AGO) of the Republic of Indonesia.

Information Technology (IT) Officer

Job Responsibilities

Working under the supervision of the IT Training Specialist, the IT Officer will support the project in implementing an automated Case Tracking System (CTS) developed in cooperation with the Supreme Court. 

The IT Officer will ensure a good and professional relationship with the project’s counterparts and other projects. The IT Officer will work closely with all project staff under the leadership and direction of the IT Training Specialist. 

The IT Officer will contribute to written reports and the annual work plan contract specifications, and will be ready to undertake other project duties as required by the Chief of Party.

The IT Officer will collect and provide data to the Deputy Chief of Party and the Monitoring and Evaluation Specialist on a regular basis.

Specific requirements

  • Assist the IT Training Specialist in troubleshooting and implementing enhancements to the CTS in cooperation with the Supreme Court. 
  • Provide trainings and mentoring on the CTS, directly and online, in both small and large groups, and for both judges and court staff, at all levels of courts, as required. 
  • Assist the IT Training Specialist in responding to software issues from the Supreme Court.
  • Work in close consultation with other project staff and local counterparts to effectively use and sustain the CTS, including improved: court transparency and reporting; public information and legal aid services; human resources; budgeting and financial management; and training.
  • Assist the IT Training Specialist to manage the change control process, IT help desk at the Supreme Court, and problems relating to the IT infrastructure, hardware, and software.
  • Assist with efforts to improve and support timely and accurate data entry, tabulation of data, and generation of automated reports, as required.
  • Propose appropriate, sustainable solutions to local problems as they are encountered.
  • Perform such other duties as may be required, which may include providing assistance to the Attorney General’s Office and prosecutors’ offices.  
The IT Officer will be called upon by the IT Training Specialist to undertake frequent assessment, trouble-shooting, and training/mentoring trips in support of CTS implementation.

Qualifications

Indonesian citizenship is required.  A university degree in IT, engineering, science, math, business or comparable education or experience is required.  At least 3 years of working experience in IT computer systems and network infrastructure or comparable experience is required.  The candidate must be able to work well as a member of a team and with project counterparts, and must be self-directing and self-motivated.  Strong management, problem-solving and reporting skills are required.  Frequent travel for extended periods of time may also be required.
