Purpose of the Position
Chief- Planning, Monitoring and Evaluation is accountable for providing coordination and guidance to the UNICEF Indonesia programme clusters on programme planning and monitoring, and for management of evaluations.

Key Expected Results
1. Accurate, coherent and reliable information collected and reported on the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

2. Adaptation of UNICEF`s planning approach to the specific national country context to achieve planning alignment and relevance.

3. Facilitation of planning in the context of the development of the Country Programme, CPAP, and UNDAF.

4. Technical guidance and support provided for the collection of accurate, reliable, gender-specific and coherent information for the Country Office to effectively assess programme performance, with the involvement of key partners, in terms of progress towards key end-results established in annual and multi-year workplans, including budget management.

5. Technical guidance and support provided to ensure that Country Office Performance are systematically monitored and data for key indicators of the Annual Management Plan and management reports are collected, analyzed and made available to management and the Country Management Team.

6. Evaluation is designed and carried out with quality process and products in line with priority and strategy. Evaluation findings, recommendations and reports are useful to improve programme performance and are effectively disseminated to the intended audience.

7. Effective communication and partnerships are achieved in carrying out integrated planning of research, monitoring and evaluation activities within the Country Office and with the Regional office, national partners, the UN Country Team and the international community.

8. The awareness and understanding of the shared responsibility of M&E function among the ICO staff and the key government partners in all sectors are promoted.

9. Technical assistance provided for the conduct of inter-agency rapid assessment to define humanitarian response, in line with core commitment for children in humanitarian action.

Qualifications of Successful Candidate
- Advanced university degree in international development, development planning, social sciences or other relevant disciplines.

- Eight years of relevant professional work experience, including both International and national work experiences.

- Professional work experience in programme planning and programme monitoring

- At least one instance of exposure to emergency programming preferred, including preparedness planning.

- Fluency in English and another UN working language. Knowledge of the local working language of the duty station would be an asset.
