SCI Seeks Project Officers, 2 Positions - Garut & Bandung

Save the Children in Indonesia has made significant progress at the national policy level and in the Bandung, West Java metropolitan area in facilitating family-based care for neglected and vulnerable children.  We have been working with the Government of Indonesia (GoI) at the national level to pass legislation regulating institutional care and to shift the paradigm from institutional care to family-based care. Our familiarity with the social welfare system at the national and local level helped us identify significant unmet needs for Indonesian children with disabilities (CWD). As we explored this issue, it became apparent that some advantageous policies are in place, but services simply do not reach children and families, and CWD do not attain their rights.

PROJECT OFFICER (code : POG-IKEA), based in Garut, 1 position
Project Officer is responsible for mobilizing and building the capacities of target communities, local government, providing technical assistance, to ensure high quality of implementation of project activities. Project Officer will liaise, responsible to maintain good relationship to all key stakeholders and act as the focal person in PO designated districts. PO will contribute to technical development of training materials with consultation with CBR Specialist, Education Specialist and SPO, and monitoring of implementation quality, involving children and community members. PO will report to the Senior Project Officer

Team : Facilitating Family-based Care for Indonesian Children with Disabilities (IKEA Project) under Child Protection Family Based Care (CP FBC)

Responsibilities:
·         Contribute in the set up and develop of strategic and techniques for monthly, quarterly and annually, collaboration with other personnel’s in the team.
·         Plan and carry out the IKEA project activities against operating plans as timely manner and based on day-by-day operational activities.
·         Ensure close collaboration with PM, SPO, CBR Specialist, Education Specialist, Service Coordinator and ME Officer and support them with providing inputs, technical assistance, Training of Trainer and serial trainings, mentoring and other activities for the development of IKEA program.
·         Support Service Coordinator and Specialist on mobilizing communities, beneficiaries and other government and non government stakeholders to be involved in development process and provide closely approach and communication with community leaders and government key stakeholders.
·         Conduct community meetings and socialization linkage the program with schools, family forums, stakeholders, community and local government.
·         Under the lead of IKEA SPO, coordinate all M&E activities within PO jurisdiction including supports data collection both quantitative and qualitative in close collaboration and coordination with M&E Officer.
·         Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders and in implementation of all project activities.
·         Meet the objectives of project implementation as schedule and expected standard as well as completed evidence based of outputs.
·         Actively engage the Government in all levels and key stakeholders in PO designated districts in supporting IKEA project implementation.
·         Ensure that all information of project activities are collected, recorded and updated periodically through ME tools and being basis for analysis against KPI achievement.
·         Give significant supports to IKEA PM in terms of core IKEA project activities.

QUALIFICATION
  • Education background in Community Education, Community Health, Social Work, Social/culture study or relevant studies.
  • Proven knowledge and experience in child protection, people with disability (PWD) and children with disability (CWD)
  • Proven skills on community development and mobilization and work closely with key stakeholders.
  • CP and care, PWD and CWD  basic knowledge
  • Have experiences work in West Java (desirable)
  • Basic computer program
  • Ability to speak Bahasa Indonesia and English as well as writing skill
  • Proven ability working in multi cultural team
  • Excellent basic program cycle

PROJECT OFFICER, (code : POS-IKEA), based in Bandung, 1 position
Project Officer SIAP Project is responsible for mobilizing and building the capacities of target school, local government, providing technical assistance, to ensure high quality of implementation of project activities. PO also will be responsible for supporting overall project management. PO will be responsible for the financial, programmatic implementation and monitoring of all project activities, and the development of the project work plan. PO will ensure that all activities included in the implementation plan are implemented and literacy outcomes are assessed.  PO will also facilitate any visits from the donor.  PO will report to the IKEA Project Manager.

Team : School Inclusiveness and Performance Project (SIAP) under Facilitating Family-based Care for Indonesian Children with Disabilities (IKEA Project)

Responsibilities
  • Establish the SIAP detailed implementation plan for approval by the Project Manager and Education Specialist
  • Contribute in the set up and develop of strategic and techniques for monthly, quarterly and annually, collaboration with other personnel’s in the team.
  • Ensure SIAP project activities in West Java are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field.
  • With input from Education Adviser and Education Specialist, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally.
  • Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders.  This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination. 
  • Use existing training tools to develop and implement a training plan for teachers and communities.
  • Together with IKEA project team  and M & E Officer/Specialist, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation.
  • Ensure the day to day management and reporting of project financial resources is in accordance with donor regulations and SCI policies and procedures
  • Ensure timely submission of activity, financial, and monitoring reports in accordance with the SIAP project M&E framework, donor requirements, and SCI requirements.
  • The objectives of project implementation are met as schedule and expected standard as well as completed evidence based of outputs.
  • Ensure the Government in all levels and key stakeholders in PO designated districts are actively engage in supporting IKEA project implementation.
  • Ensure that all information of project activities are collected recorded and updated periodically through ME tools and being basis for analysis against KPI achievement.
  • Give significant supports to PM in terms of core SIAP project activities.

Qualification
  • Education background in Special Education, Community Education, Social Work, Social/culture study or relevant studies.
  • At least 3 years work experience with non-government organizations, at least some experience in managing education projects especially inclusive education.
  • Knowledge and skills in methods to promote improvements in education (especially inclusive education and teacher performance at the Jr. Secondary school level).
  • Proven skills to develop an implementation plan and then efficiently implement activities
  • Demonstrated ability to write high quality reports and other project documents in Indonesian and English (preferred)
  • Proven ability to manage financial resources according to donor and organization regulations and reporting requirements
  • Proven ability to work in a multi-cultural team
  • Have experiences work in West Java (desirable)
  • Basic computer program
  • Excellent basic program cycle
