Position / Job Title: Greenbelt Rehabilitation and Coastal Management Consultant for Coastal Community Resilience and Disaster Risk Reduction (CCR & DRR) project in collaboration between PMI-ARC-USAID

Location of work: Aceh Jaya (NAD), Cilacap (Central Java), and Lombok Barat (Nusa Tenggara Barat)

The American Red Cross (ARC) helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and works in Indonesia with Palang Merah Indonesia. Following the completion of the Tsunami Recovery Program (TRP) in June 2010, American Red Cross continues to develop its Program in Indonesia with the focus on three main areas: Health, Disaster Management, and Organizational Development.

Role and Responsibilities

Expected scope of work
The consultant will responsible to provide technical assistance for Greenbelt Rehabilitation and Coastal Management Activities to the Coastal Community Resilience and Disaster Risk Reduction (CCR & DRR) project that is implemented in Aceh Jaya, Cilacap, Mataram and Lombok Barat in collaboration between PMI-ARC-USAID.

The CCR & DRR project has been implemented since October 2013 until September 2014. In collaboration with the Bogor Agriculture University (Institut Pertanian Bogor – IPB), a green belt assessment report and district level integrated coastal management plan for each target location have been developed. Based on those available documents, the consultant will follow up on the implementation of greenbelt rehabilitation and the endorsement of Integrated Coastal Management Plan Implementation. The scopes of work in detail are as follow:
  • To provide technical support to PMI on community-based green belt rehabilitation, consist of mangrove and coastal vegetation seedling nurseries, planting, and nurturing.
  • To promote and advocate the local government on the adoption of the Integrated Coastal Management Plan into the district development plan.
  • To facilitate Training of Trainers on Integrated Coastal Management.
  • To provide relevant training to community groups on alternative livelihood options related to mangrove and coastal ecosystems.
  • To develop a case study on community based coastal greenbelt rehabilitation (local institutional strengthening).

Coastal DRR-CCR Project at Glance

Background and objectives of the project
The coastal DRR-CCR project is aiming to reduce the number of deaths, injuries and negative socio-economic impact caused by disasters and environmental degradation in vulnerable Indonesian coastal communities through: 1) increasing community members’ capacity, knowledge, and skills of to prepare for and to mitigate disaster risk; 2) strengthening PMI organizational and management capacity in coastal disaster preparedness and response including strengthened partnership communications, collaboration and coordination and 3) implementing community mitigation activities that improve environmental conditions, safety, and coastal land management.

Scope and reach of project
This project is implemented since October 2012 until the end December 2014 in 14 coastal villages in four districts which are Aceh Jaya (NAD), Cilacap (Central Java), Kota Mataram and Lombok Barat (NTB) and will benefiting to 90,456 direct beneficiaries consist of community members, PMI personnel and stakeholders. The project also aims to benefit indirectly 1,839,191 people from improved stakeholder coordination, policies, and preparedness and response capacity in place at the institutional level.

Project stakeholders
The Coastal DRR project is implemented by PMI at national, province, and chapter levels at the respective target areas in close coordination with the Disaster Management Body, local government, and other DRR and coastal stakeholders. PMI establishing collaboration with the Bogor Agriculture University (Institut Pertanian Bogor – IPB) to improved PMI ICBRR model in coastal areas through gaining technical support on coastal vegetation rehabilitation and development of Integrated Coastal Management Plan that will support as a project advocacy tools.

Administrative and logistic support
The consultant is expected to use her/his own computer, equipment, and software. Approved administrative and logistical costs will be reimbursed by ARC with standard financial compliance as required. Air travel and accommodation will be handled by ARC.

Reporting relationship
The consultant will report to the ARC Disaster Management Program Coordinator.

Deliverables & Qualification

Expected work plan and deliverables

Based upon the listed scope of work above, deliverables from consultant are including:
  • Proposal including timeline, method, and analysis plan, and budget.
  • Technical support to PMI on community-based green belt rehabilitation, consists of mangrove and coastal vegetation seedling nurseries, planting, and nurturing.
  • Promoted and advocated the local government on the adoption of the Integrated Coastal Management Plan into the district development plan.
  • Facilitated Training of Trainers on Integrated Coastal Management.
  • Provided relevant training to community groups on alternative livelihood options related to mangrove and coastal ecosystems.
  • Facilitated link with relevant technical department in the implementation of the Integrated Coastal Management Plan.
  • Developed a case study on community based coastal greenbelt rehabilitation (local institutional strengthening).
  • Provided trip report for each monitoring and activity report conducted with standards report by ARC (Bahasa and English)
The consultants should provide a separate application to ARC. Details for required qualification are below:
  • Experienced in greenbelt rehabilitation and coastal management practices at least recent 7 years.
  • Postgraduate degree from a recognized institution relating to social research, marine and fisheries studies, or forestry.
  • Excellent communication and facilitation skills.
  • Excellent report writing skills both in English and Bahasa Indonesia.
  • Has the ability to work with minimum supervision/directions.
  • Has a strong network with the local universities in project target areas
  • Has strong skill in conducting and facilitating training for community members and volunteer
  • Ability to work independently, ability to juggle and coordinate many tasks simultaneously, ability to prioritize tasks, well organized, reliable, and trustworthy.

  • Consultant experience: This section should highlight the past experience of the consultant in conducting research, greenbelt intervention, and approach as well as advocacy.
  • Work plan: The proposal should clearly mention details of each and every activity including kind of preparatory work, training, meetings, and visits. The timeline and person(s) responsible for each activity needs to be clearly mentioned.
  • Field team: Provide the number of team members needed for the proposed activity.
  • Training: State who will be responsible for training, describe how training will be done, the topics covered, expected duration, and logistic and administrative support needed from ARC.
  • Quality control mechanisms: Provide a section detailing the mechanisms to ensure the quality and monitoring of the proposed activities including the monitoring of the greenbelt rehabilitation.
  • Proposed daily basis consultancy fee
Duration
The contract duration is 9 months starting from December 2013 until September 2014, with the possibility for extension.

Payment
  • Payment for consultant could be requested to ARC on a monthly basis based on actual LoE
  • ARC will transfer the payment after the consultant submitted an invoice letter to ARC
