The Government
of Indonesia established a national trust fund mechanism called the Indonesian Climate
Change Trust Fund (ICCTF) in 2009 to attract, facilitate, and coordinate
financial support for climate change related activities. ICCTF is the first integrated
financial mechanism for Indonesia’s national policies and programs on
addressing climate change and has been operational since 2010.
ICCTF is currently looking for qualified national candidates to fill the following
positions:
I. FINANCE MANAGER (National)
Working under the overall guidance and supervision of the PREP-ICCTF
National Project Manager, the Finance Manager ensures effective and transparent
utilization of financial resources and integrity of financial services. The
Finance Manager promotes a client-oriented approach consistent with the
Standard Operating Procedures for Finance and the prevailing rules and
regulations. He/she analyzes and interprets the financial rules and regulations
and provides solutions to a wide spectrum of complex financial issues. The
Finance Manager ensures superior and swift delivery of financial services of
the ICCTF and promotes a collaborative, client-oriented approach consistent
with the prevailing rules and regulations.
The Finance Manager works in close collaboration with the ICCTF
Secretariat, UNDP Indonesia CO and Government officials, mainly Bappenas and
Ministry of Finance, ensuring successful performance in Finance.
Requirements:
- Minimum Master’s degree with specialized certification in Accounting and Finance. University Degree in Business or Finance, Accounting, Business Administration, Public Administration, Economics or related field would be desirable, but it is not a requirement.
- Minimum 8 years of relevant experience at the national or international level in providing financial management services and/or managing staff and operational systems, at least 2 years of which must be in a similar capacity in the area of financial management.
- Experience in a highly complex financial transactions or managing a trust fund, strongly preferred.
- Experience and familiarity with government regulations on finance and reporting, and experience with UNDP systems and program management approach is an advantage.
- Experience in developing Standard Operating Procedures and Enterprise Resource Planning (ERP) system for finance.
- Experience in the usage of computers and office software packages, and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
- Hands-on experience in working and liaising with project implementer from central and local government agencies, NGO/CSOs, and academics.
- Professional certification relevant to audit such as Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.
- Team player, able to manage and work cooperatively with colleagues of different national and cultural backgrounds. Proven record of attention to detail and work under pressure is required.
- Fluency in oral and written English is a must.
Working under the direct supervision of the PREP-ICCTF National
Project Manager, the Planning, Monitoring and Evaluation Manager PME Manager
will assume the responsibility of assuring the quality of projects funded by
the ICCTF Secretariat. The managing role of the PME Manager spans over the
lifecycle of ICCTF projects. With the support of the program team from
Technical Windows (land-based mitigation, energy and adaptation), the PME
Manager will 1) ensure the rigorous planning of new projects; 2) monitor the
programmatic and financial disbursement progress of ongoing projects; and 3)
evaluate development results from ICCTF-funded project and their contribution
to tackling climate change. The PME Manage is in charge of underlining the
contribution of ICCTF as an institution to the national emission reduction
target of the Government of Indonesia to effectively and coherently address
climate change by reducing greenhouse gas (GHG) emissions by 26 percent, and 41
percent if financial support from other countries is available, by 2020.
S/he will provide guidance and supervise the work of the Planning,
Monitoring and Evaluation Unit. S/he will also meet regularly with the National
Project Manager and Head of Secretariat in order to provide evidence-based
advice on ICCTF’s strategic steering and positioning.
The Manager promotes a collaborative, client-oriented approach
consistent with Government of Indonesia rules and regulations, ensuring
successful ICCTF operation. S/he works in close collaboration with the Bappenas and UNDP Indonesia CO.
Requirements:
- Minimum Master’s degree in international relations, political science, international financial management, environmental studies, development studies or any closely related field.
- Minimum 7 years of relevant experience at the national or international level in development issues and program/project monitoring and evaluation, preferably within a bilateral/multilateral development agency, at least 2 years of which must be in a similar capacity in the area of project management.
- Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation.
- Experience in monitoring and evaluation or aid programming with a background in the analysis of socio-economic issues and related policy matters, ideally within the UN system, line ministries or other national agencies.
- Hands-on experience in developing M&E framework, implementing M&E strategies, and liaising with project implementer from central and local government agencies, NGO/CSOs, and academics.
- Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different stakeholders.
- Demonstrated experience working with national stakeholders involved in the fight against climate change or environmental management.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems, ideally Enterprise Resource Planning (ERP) systems.
- Familiarity with the government of Indonesia’s reporting system preferred, and experience with UNDP systems and program management approach is an advantage.
- Professional certification relevant to audit such as Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), or equivalent is desirable.
- Team player, able to manage and work cooperatively with colleagues of different national and cultural backgrounds. Proven record of attention to detail and work under pressure is required.
- Fluency in oral and written English is a must.
III. PLANNING, MONITORING AND EVALUATION ASSISTANT (National)
The Planning, Monitoring and Evaluation (PME)
Assistant will be responsible to support the PME team in effectively implementing the planning, monitoring and evaluation of
the ICCTF Secretariat as well as
ICCTF funded project activities. Under the
guidance and direct supervision of the PME Manager and National Project Manager s/he will also be responsible for
coordinating the activities of ICCTF’s
institutional development and transition toward a fully national setup.
The PME Assistant promotes
a collaborative, client-oriented approach consistent with Government of Indonesia rules and regulations, ensuring
successful ICCTF operation. S/he works in close collaboration with the Bappenas and UNDP Indonesia CO.
Requirements:
- Minimum Bachelor’s Degree or equivalent from reputable university in natural resources management, economics, social science, spatial planning, international development, development studies, or any closely related field. Master's degree is desirable.
- Minimum 4 years of relevant experience at national or international level in program/project monitoring and evaluation preferably within a bilateral/multilateral development agency, at least 2 years of which must be in a similar capacity in the area of monitoring and evaluation related issues.
- Hands-on experience in liaising and working with government institution, non-government organization and university in developing the project proposal and managing the project.
- Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different stakeholders.
- Proven networking, team-building, facilitation of team work, organizational and communication skills is required.
- Experience in results-based management (RBM) is desirable.
- Remains calm, in control and good humored even under pressure.
- Work experience with Bappenas, trust fund management and UN system will be a significant advantage.
- Experience in the usage of office application (Word, Excel, Powerpoint, etc.) and web based knowledge management system.
- Excellent command of English and Bahasa Indonesia, both written and spoken.
