Locations: Indonesia, Cambodia & Viet Nam
In consultation with Country Representatives in South/East Asia, the
Regional Coordinator guides the development of CWS programming in the
region to meet the goals of the CWS Strategic Plan. The Regional
Coordinator oversees and provides support to all CWS operations in
South/East Asia including operational offices/programs (Indonesia,
Burma, Cambodia, Laos, East Timor, Vietnam). As well the regional
coordinator assists in nurturing existing CWS partner relationships and
identifies opportunities for CWS program growth and expansion in the
region.
ESSENTIAL DUTIES
Relationships/Representation
• Develop or maintain appropriate relationships with churches,
councils, ecumenical and interfaith organizations and networks, NGOs and
other civil society groups, international organizations, USAID, ACT
Alliance, UN, EU, embassies, and colleague agencies.
• Seek ways to serve the regional and country-specific work of CWS
member communions and ACT Alliance members.
• Maintain positive relationships with governments of assigned
countries and ensure that all laws and regulations pertaining to NGO
work are followed by our operational offices in the region.
• Maintain mutually supportive relationships with CWS colleagues in
South/East Asia and at HQ.
• Serve as the primary liaison between headquarters and CWS offices in
the region. Ensure CWS offices and partners are kept informed of key
agency directions, strategies and policies. Provide headquarters staff
with input that informs agency decision-making, contributing to
strategic direction and policy development.
• Represent CWS at regional/international meetings.
• Develop new donor contacts and undertake fund raising initiatives
for the CWS programs in South/East Asia.
• Nurture partnerships in the region with Sphere, HAP, ICVA and
other leading humanitarian networks on standards and accountability
• Develop visibility and communication with media, aid community,
donor and partner communications staff
Program Development and Management
• Responsible for long-range strategic planning, overall programmatic
direction and growth, and oversight of all programs and operations
within the Region. Represent the region through contributing to shaping
overall strategic directions of CWS.
• Consult with CWS staff and partners in the Region to develop
quadrennial Regional Objectives.
• In consultation with CWS staff and partners in the region, develop
programming to achieve Regional Objectives. Design and implement
programming that will strengthen the capacity of local institutions.
• Monitor and report progress on Regional Objectives. Ensure
compliance by CWS staff and partners in the region with CWS monitoring
and evaluation protocols.
• Oversee and support the opening/closing of Country Offices in the
region as required.
• Facilitate linkages among Country Offices in the Region, with an
emphasis on program learning and capturing best practices and lessons
learnt.
• Maintain knowledge of relevant external strategic planning reports
and development goals and objectives published by national governments,
bilateral and multilateral agencies.
• Inform HQ counterparts on emerging issues and trends and make
recommendations for CWS engagement/response.
• Provide program/project information to CWS Program Offices based
upon agreed upon specifications.
• Ensure donor program objectives and reporting requirements are met
in a timely manner.
• Promote increased coordination and communication within each office
in the Region
Human Resources
• Maintain a clear organizational structure and ensure the Regional
Office and Country Offices are adequately staffed to carry out planned
activities.
• Ensure Regional Office staff and Country Representatives are
provided with up-to-date job descriptions, regular performance
appraisals, and opportunities for skills development.
• Take all reasonable and prudent steps to ensure the safety and
security of CWS staff in the Region.
• Provide programmatic and managerial supervision and support to
Regional Office staff and Country Representatives.
• Coach staff directly reporting to the RC.
Financial Management
• Collaborate with CWS staff and partners in the Region to prepare
annual budgets for approval by HQ.
• Ensure that financial systems in offices in the region are
maintained in compliance with Internationally Procedures &
Standards, CWS HQ guidelines and donor requirements.
• Provide financial reports and information to HQ as required.
Resource Development and Program Interpretation
• Collaborate with the Country Directors and HQ staff to create and
implement resource development strategies.
• Identify and actively pursue funding opportunities that are
consonant with the agency goals and identity.
• As appropriate, form collaborative relationships with other NGOs,
international organizations, and/or other CWS Regional Offices for
funding.
• Coordinate the drafting of proposals in keeping with the regional
plan.
• Host delegations, constituent trips, FDM Overseas Educational
Experiences, and donor and denominational visits.
• In consultation with the CWS Marketing and Communications
Department, interpret the regional program to CWS and its
constituencies.
Liaison with HQ
• Serve as a focal point for CWS work in South/East Asia.
• Provide information and recommendations to HQ on matters related to
CWS operations and programming and contribute to effective two way
communication.
• Participate in meetings convened by HQ
Other
• Know and follow all HQ guidelines, protocols, and procedures relevant to responsibilities.
• Know and follow ACT Alliance code of conduct and humanitarian charters
• Ensure that leased/owned property and equipment are properly utilized, maintained, and secured.
• Translate documents addressed to and emanating from CWS as necessary to facilitate planning and communications.
• Assist ACT Alliance and colleague agencies in programming in the region
• Perform other duties and activities as deemed necessary.
QUALIFICATIONS
Education
• A minimum of a Bachelor’s degree in a related field is required. A Master’s degree in a related field is highly desirable.
Skills/Experience
• Excellent interpersonal skills, teamwork skills, written and
verbal communication skills, facilitation and organizational development
skills, and computer skills required.
• Minimum 5 years experience in a management role in an international
development and humanitarian assistance organization required;
experience in both development and humanitarian arenas.
• Demonstrated commitment to ecumenical cooperation. • Strong knowledge of EU, USAID, foundations and other bilateral and multilateral donors
• History of working with interfaith networks and organizations
• Previous experience living and working in the Asia region.
• English fluency, written and spoken, required. Fluency in at least one local language.
