Aurecon (formerly IDSS) is the Managing Contractor of the Timor-Leste Rural Water Supply and Sanitation Program (BESIK),
funded by Australian Government (GoA) to provide assistance to the
Government of the Democratic Republic of Timor-Leste (GoTL) for the
development of rural water supply, sanitation and hygiene (RWASH)
services. BESIK works closely with key GoTL ministries, NGOs, private
sector and other institutions. It is an AUD$43million program funded
over four-years. BESIK is supporting a transition from a focus on
infrastructure provision to a service delivery approach for rural water
supply, sanitation and hygiene.
We are currently recruiting for a
highly experienced Program Team Leader (PTL) to take up an appointment
in Dili in early 2014. This role will replace a directly appointed GoA
Program Director position, which is to be discontinued. The focus of the
PTL role will be to provide leadership in RWASH including to support
GoTL, policy and identifying key areas of strategic engagement. The PTL
will ensure BESIK program management and the highest level of
collaboration and coordination across sector stakeholders. S/he will
lead a team of 14 international full-time advisers, 45 local staff and a
pool of short–terms specialists to provide program support to GoTL from
national through to sub-district level. Further details are available

Candidates should have:
- Demonstrated leadership and extensive experience in policy formulation, change management, capacity building, team building and management,
- Demonstrated experience in performance management, monitoring and evaluation and executive responsibility for complex donor programs;
- Relevant experience in public sector management, including in provision of advice to Ministers, senior policy makers and in policy development;
- High level diplomacy skills and experience in networking and maintaining relationships across a range of stakeholders;
- WASH sector experience
- Excellent oral and written communication skills in a cross-cultural environment and highly developed inter-personal skills, particularly with people from different social, ethnic and cultural backgrounds.

working with Australian Government programs are strongly encouraged to
