Urban Transport Specialist (Short Term Consultant) to support the urban transport portfolio in Jakarta
Background
The
Bank has had a long engagement in Indonesia’s transport sector mainly in the
road and highway sector. Inter and intra-island connectivity has also become an
increasingly important area of work with a small but important engagement on
ports and shipping. Beyond roads and highways and the port sectors, urban
transport is becoming an increasing part of the work program. These engagements
in Indonesia are underpinned by an active lending program and an increasing
number advisory activities (AAA)/non-lending technical assistance (NLTA)
activities financed mostly from Trust Funds.
In
the urban transport sector, the World Bank is currently working on the
following AAA or technical assistance activities: (i) Feasibility study for a mass
rapid transit system (tram or monorail) in Surabaya, (ii) Study to reorganize Angkot
services (minibus services) in Surabaya, (iii) Preparation of a Jakarta Urban
Transport Strategy, (iv) Travel demand study for Surabaya, (v) technical
assistance on Jakarta congestion management, (vi) advice in the setting up of a
Jakarta metropolitan transport authority, and (v) advice regarding the revival
of suburban rail services in Indonesia.
The
World Bank is carrying out these activities in the urban transport sector in
close coordination with other donors, such as USAID, AFD, KfW, etc.
Objective of this Assignment
The
purpose of this assignment is to assist the project team in the management and supervision
of the above-mentioned activities as well as the creation of a more
comprehensive sector engagement.
Activities to be Carried out
The
activities the consultant is expected to carry out may include the following:
- Provide assistance in the contracting process of the feasibility study for a mass rapid transit system (tram or monorail) for Surabaya and make sure it is carried out in the quickest way possible, provide advice and assist the city of Surabaya in guiding the work of the consultant, review progress reports and carry out a quality control, assist in meetings with the consultants, facilitate the cooperation of the various actors involved in the implementation of the study and ensure the respect of the time schedule;
- Assist the Bank team in contracting of the study to reorganize Angkot services (minibus services) in Surabaya, guide the consultant in the implementation of the study and ensure the respect of the time schedule, act as intermediary between the city of Surabaya and the consultant and ensure that the necessary decision at local level are carried out without delay, ensure the quality control of the outcome of this consulting services;
- Provide input and advice in fine-tuning the Jakarta Urban Transport Strategy, the preparation of the legal documents to set up an urban transport authority, the elaboration of a congestion management strategy and the revival of suburban rail services in Indonesia;
- Carry out a final review of the travel demand study for Surabaya;
- Assist the Bank team in the urban transport dialogue and the development of a strategy for a more global, strategic and global engagement and prepare proposals;
- Coordinate with donors;
- Other activities related to the engagement of the World Bank in the urban transport sector; and
- Possible other activities related to the World Bank’s transport sector engagement for which the consultant has the qualifications.
Outputs
Among
others, the outputs of this assignment will consist of written comments on
specific documents, written technical advice and recommendations, project
proposals, verbal advice, inputs to or the preparation of different strategies and
other documents, and mission and meeting participations.
Duration and Payment of Consultant Assignment
The
duration of this assignment is for a total of 150 days in the period October 15,
2013 to June 30, 2014.
Place of Execution
A
strong presence in Surabaya and Jakarta and possibly other cities is essential.
Therefore, the consultant should preferably reside in Indonesia or at least in
the region.
Consultant Profile
- Master degree in urban transport, transport planning or other area relevant for the assignment engineering
- At least 5 years of experience in the area of urban transport, including the implementation of mass transport system and the definition of urban transport sector strategy and reform
- Fluency in English (Indonesian is a plus)
