Vacancy - Transition Consultant (Short Term
Consultancy), Indonesia WATER SMS Project
Background
The Indonesia WATER SMS Project is working with
city residents
(especially the poor), water utilities, local government
agencies, NGOs, and
the informal water sector to create a unique communication and
tracking system
known as SMS AIR in Indonesia to support effective urban water
governance. SMS
AIR is a system designed to support multiple stakeholders in an
urban setting
to work with each other to address urgent water needs. The
assumption is that
for water governance to work effectively, everyone that has a
stake in water
has to provide input to ensure governance is sound. Of
particular focus in this
project are the urban poor – those who for various reasons have
little or no
access to municipal water services, are least likely to engage
in the governance
process, and are at greatest risk of harm due to poor or no
access to safe
water. Accordingly, SMS AIR was developed by all the
stakeholders that have an
interest in water in each city with the understanding that the
system is
co-managed and co-owned by all these groups.
The system has been in development over the past
two years by
two implementing organizations in the U.S., Pacific Institute
and Nexleaf
Analytics, in partnership with local Indonesian civil society
organizations,
city residents, water utilities, local government agencies,
NGOs, and the
informal water sector in Makassar, South Sulawesi and Malang,
East Java with
the majority of support coming from USAID.
Objectives
The short-term consultant will manage transition of the system from Pacific Institute and Nexleaf Analytics to a collaborative governance group including a new System Technical Manager and Social Program Manager who will continue working with city residents, water utilities, local government agencies, NGOs and the informal water sector to maintain the two cities’ systems into the future. The objectives of the consultancy are to: (1) prepare one or more organizations in each city to take over the System Management functions currently performed by the Project Implementers; (2) work with the new System Manager(s) and key stakeholders to develop terms of collaborative governance and maintenance including identification of contacts, their roles, and frequency and method of correspondence; (3) work with the new System Manager(s) and key stakeholders to develop a financing structure to maintain the system, including completion of the necessary legal paperwork; (4) develop the necessary documentation, including contracts, to formalize and legally substantiate the terms of collaborative governance and the financing structure; and (5) transfer information and documentation from project implementers to the System Manager(s) and key stakeholders in the collaborative.

The activities the consultant is expected to carry out may include the following:

Activities
The activities the consultant is expected to carry out may include the following:
• hiring / orientating / managing one local
consultant in each
of the two pilot cities;
• developing a work plan outlining how the
objectives will be
met and ensuring progress on deliverables;
• facilitating flow of information from Project
Implementers to
Local Consultants and System Manager(s);
• minimum weekly check-in with local consultants,
and bi-weekly
check-ins with Project Implementers;
• weekly summary progress briefs to Project
Implementers;
• at least 2 field visits to each Malang and
Makassar.

Duration and Payment of Consultant Assignment
The duration of this assignment is for approximately 120 days in the period October 2013 to February 2014.
Place of Execution
The consultant should reside in Indonesia, in a city with direct transport to Malang and Makassar, for example Jakarta or Surabaya.
Consultant Profile
- Masters degree + experience or Bachelor’s degree + 5 years of experience in public policy, business administration, non-profit management, or similar degree
- Experience with executing multi-party contracts in Indonesia
- Professional fluency in English and Indonesian
