Background

The M&E Specialist will provide information management and design of a monitoring and reporting system including development of ASEAN-U.S. PROGRESS indicators to help inform USAID, the Chief of Party, and Component Leads of the project status and progress toward achievement of key results as agreed in the annual work plans.
Objectives and Duties:
- Responsible for working across project components.
- Responsible for designing, developing, and managing PMEP and overall M&E system for PROGRESS, including how the project will monitor a regional program.
- Establish a baseline for all project activities and ensure that PROGRESS is tracking its progress at the output, outcome, and impact levels.
- Ensure gender, youth, and minority considerations are integrated throughout the PMEP.
- Provide ongoing staff training on M&E, data collection, survey protocol, and data quality.
- Support the Deputy Chief of Party to facilitate internal and external communications about program progress and results.
- With the PROGRESS Component Leads, build the project management capacity, specifically providing assistance with the development and implementation of ASEC’s M&E framework.
- Supervise the M&E Assistant.
- Perform other duties as assigned by COP in line with the goals and objectives of PROGRESS.
The M&E Specialist will be based in Jakarta, Indonesia. He/She will report to the Deputy Chief of Party.
Education & Qualifications:
Education & Qualifications:
- Four year university degree required.
- Regional experience required.
- At least five years of M&E experience, including data collection and quality control.
- Experience in development programs.
- Management experience preferred.
- Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
Languages:
Strong written and spoken English required.
