Manager — Scope of Work
Background and Overall Description
Established in 2011, the
South East Asia One Health University Network (SEAOHUN) is a consortium of 10
universities and 14 faculties in Indonesia, Malaysia, Thailand, and Vietnam
that are collaborating to build One Health capacity and academic partnerships with
government, national, and regional stakeholders in the South East Asia region.
SEAOHUN member faculty and staff receive support from USAID to enhance the
student experience – learning One Health approaches to prevent and address
outbreaks of zoonotic and emerging infectious diseases. A key function of SEAOHUN is to encourage and
facilitate collaborative activities and projects among network members, with an
emphasis on trans-disciplinary and trans-boundary partnerships. Programming includes but is not limited to support
for student and staff exchanges, curriculum development, strengthening and
developing teaching and learning methodologies, and support for research capacity
building including innovative projects that provide an evidence-base for One
Health advocacy with government and other collaborating partner agencies.

Mission—To leverage the training, education, and
research capacities of the university network to build the skills, knowledge
and attitude base for One Health leaders
Objectives
- To build cadres of trained professionals to be One Health current and future leaders
- To improve the competencies of One Health professionals
- To build a One Health evidence base through research activities
- To promote and advance the One Health approach for control of emerging and re-emerging infectious and zoonotic diseases
The Program Manager will be based at the SEAOHUN
Foundation office located in Bangkok Thailand and will report to the SEAOHUN Foundation
Board of Directors.
The Program Manager will ensure
that conduct of activities for SEAOHUN are properly implemented and
supported. S/he will serve as the
primary liaison with the SEAOHUN Foundation Board of Directors, the SEAOHUN Executive
Board, National Coordinating Offices, donor and collaborating partners, and
other stakeholders to ensure timely implantation and clear communications
around network activities. S/he will
monitor and document the processes, challenges, and achievements of the
project’s programming both qualitatively and quantitatively.
Specific
Duties and Responsibilities
Leadership and Representation
- Serve as primary liaison for SEAOHUN in the region to ensure appropriate accountabilities and communications with SEAOHUN members and to external partner and donor agencies
- Serve as primary liaison to the SEAOHUN Executive Board and SEAOHUN Foundation Board of Directors
- Participate in technical and overall organizational strategy development and implementation with the Executive Board and SEAOHUN Foundation Board of Directors
Program Support
- Coordinate the implementation of technical, administrative, management, and reporting elements of SEAOHUN Foundation’s programming in the region
- Liaise and support National Coordinating Offices in Indonesia, Malaysia, Thailand, and Vietnam
- Coordinate and monitor implementation of the SEAOHUN organizational strategy
- Lead overall management and direction of program activities, providing feedback and support to project teams for day-to-day operations regarding use of project resources, administrative, logistics, procurement, and financial and accounting functions
- Develop and maintain systems to ensure timely and efficient communication among Bangkok based and National Coordinating Office staff and national network members
- Oversee and provide management support and technical assistance to partners on program design, budget/workplan development, program implementation, and monitoring and evaluation to ensure high-quality outcomes that adhere to expected technical quality and USAID and other donor partner requirements
- Ensure that all USAID and other donor and internal reporting requirements are met and assist implementing partners to set up reporting and tracking systems to provide USAID and other donor reporting information in an efficient and timely manner
- Oversee and manage short-term technical assistance required for program activities, including recruitment, scope of work preparation, and oversight of mobilization, performance, and deliverables
- Ensure that the most up-to-date information regarding SEAOHUN Foundation’s programs and initiatives is shared via a range of mechanisms including reports, newsletters, and the SEAOHUN Foundation website
Operations
- Direct and oversee planning responsibilities, including the production of annual work plans, operating budgets, quarterly reports, etc., to ensure cost-effective use of USAID and other donor resources and the alignment of program and organizational budgets to expected results
- Approve operations and program expenses such as consulting fees, expense reports, office expenditures, purchase orders, etc
- Oversee program staff training and capacity building, and manage and mentor operations team, which includes administrative, logistics, procurement, finance, accounting, and grants management staff
- Oversee human resources functions including recruitment, hiring, insurance and benefits, and performance management
- Identify key institutional risks for SEAOHUN Foundation and develop, recommend, and implement appropriate risk mitigation and management strategies

- Oversee and manage SEAOHUN Foundation’s legal status and registration in Thailand
