The Global
Green Growth Institute is looking to hire an outstanding macro-economist
to support their program in two provinces in Kalimantan (Indonesia).
GGGI is
dedicated to supporting developing and emerging countries to meet their own
development and growth objectives by exploring and implementing green growth
plans that simultaneously target key economic, environmentaland
social objectives. These include poverty reduction, job creation and
social inclusion as well as mitigation and adaptation to climate change,
biodiversity loss and energy and water security.
GGGI’s theory of change leads it to focus on three major
outcomes: adoption and implementation of
rigorous green growth plans that form the core of national and provincial
economic development strategies; research which builds a strong theoretical and
empirical basis for green growth, while providing concrete options and guidance
for policymakers; and public-private partnerships that strengthen incentives
for the scaling of resource-efficient investment, innovation and practice as
well as for the engagement of companies in the implementation of national and
subnational green growth plans.
Reporting to the Country Representative, and part of the
global Green Growth Planning and Implementation (GGP&I) team, you will lead
economic modeling and assessments in the province of East and Central
Kalimantan with an aim to mainstreaming green growth in planning processes. You
will be based at the National Development Planning Agency (Bappenas) or
Regional Development Planning Agency (Bappeda) in East Kalimantan and Central
Kalimantan. In
particular you must have strong
macro-economic skills with good environmental and climate knowledge. You will
work closely with the GGGI representatives based in Samarinda and Palangka Raya
and support the Provincial Government in shaping their green growth planning. You
will develop close relationships with Provincial and District level government
agencies and support them in assessing the baseline implications of current economic
strategic, as well as identifying opportunities for key Green
Growth projects and policies that can promote Green Growth.
You will play a key role in connecting provincial
government agencies with GGGI’s green growth expertise, and also in helping
to develop and codify that expertise. You
will also help to facilitate efforts in
capacity-building and active participation of key stakeholders. In addition, you will be involved in
provincial policy
design and implementation support, public and private sector stakeholder
engagement in the two provinces,
and international knowledge sharing.
Your
work will be coordinated closely with the other components of the Indonesia
program (national level green growth planning, REDD+ for green growth, and
regional engagement), and to ensure a consistent approach you will coordinate
on a week to week basis with the GGGI Lead
Economist in Indonesia on the approach and content of the work in
the two provinces.
As
you implement the above, you will be sensitive to the importance of government
ownership of the various analytical assessments and outputs under this workstream.
All applicants must hold exemplary
and relevant academic credentials, and ideally have substantial experience in Indonesia. Post-graduate degree in Economics, Environmental
Economics, with at least 5 years of work experience on macro- and micro economics as well as sustainable development, climate change or related
discipline. Individuals will
ideally have at least 3 years
of work experience in Indonesia and have worked in various provinces in Indonesia.
Other
key skills and capabilities will include:
- Detailed understanding of the economy and economic strategy at provincial level in Indonesia;
- Proven track record in stakeholder engagement, especially with stakeholders in provinces and districts;
- Experience in macro-economic modeling and assesments, and understand the linkages to environmental and climate issues, and REDD+ programs;
- Experience in delivering concrete outputs and results;
- Experience working with the provincial government of Indonesia on similar topics;
- Ability to establish and maintain strong working relationships with leaders from a diverse array of sectors and backgrounds;
- Demonstrated capacity to work effectively in matrix-managed, multi-disciplinary teams and to operate effectively in a highly complex organizational context;
- Track-record in delivering quality analytical products and outputs under complex programs;
- Broad knowledge of climate finance, international climate policy, carbon markets and natural capital valuation issues;
- Strong oral and written English is essential, fluency in Indonesian/Bahasa is highly desirable.
