CIRCLE now urgently looking for Finance Officer, based in Yogyakarta, Indonesia.
The Finance Officer will be responsibility for the projects financial management and institutional accounting. S/he will manage all administrative, financial and logistic of projects, to ensure optimum support to the Project Team Leader and smooth functioning of consultants. S/he will cooperate with other financial officer and the Administrative Assistant.
Report to : Program Manager
*JOB RESPONSIBILITIES*
1. Manage the payments process of projects related expenditures
2. Make payments to suppliers ensuring all payments are made in
compliance with CIRCLE’s policies & procedures e.g. they are correctly
authorised in accordance with the Scheme of Delegation, coded per relevant
budget lines, are supported by relevant forms and documentation
3. Issue and monitor of work floats and any cash advances, ensuring
they are settled/repaid in a timely manner
4. Provide support to CIRCLE staff on purchase and payment matters,
provide coding as required
5. Record and review of financial transactions related to programs
activities and operations as well as related to instituonal activities and
operations.
6. Enter all transactions onto spreadsheet or accounting software on
a daily basis, reconcile to cash counts
7. Consolidate the monthly spreadsheets/projects’ financial report.
8. Prior to the financial report s/he should ensuring that:
- All data fields are complete, codes are valid and formats are
correct.
- Expenditures are fully charged in accordance with donor budgets on a
monthly basis.
- Liaise with consultant, project team leader and other staffs on any
queries relating to financial information supplied.
9. Ensure sufficient levels of cash are available according to
program/operational needs.
10. Assist Budget holders in preparation of cash requirement forecasts in
line with budgetary requirements
11. Submit monthly forecasts and subsequent weekly cash transfer requests
to the Manager
12. Consolidate institutional financial report monthly, and circulate it
to manager and board.
*QUALIFICATIONS*
· Education Degree in Accounting and/or Finance Management or any
relevant field
· Strong computer skills in Microsoft Office, especially MS Excel
and accounting software.
· Fluent in English, verbal and written
· Good information sharing/communication skills
· Having at least 3 years experience in managing administration and
financial of projects.
· Minimum of 3 years experience in a project with contractor,
corporate, or NGO environment, including significant field implementation
experience
· Ability to problem solve, show initiative and work independently,
but also able to work in team
· Able and willing to work in long hours to meet deadline
· Respond to requests, queries in timely manner
· Attention to detail, particularly with regards to expense
transactions and financial reporting.
· Donor compliance
· Understand the tax policy in Indonesia, especially regarding the
non government projects and consultancy type of business
· Understand and having experience in preparing audit and giving
support to the external auditor
· Commitment to and understanding of values and principles of
human rights
· Familiar with other software, such as power point, database and
or statistic is an advantage
