Flood
Resilience Program Preparedness - CONSULTANT
(4 Months)
The IFRC works to reduce disaster risk in communities
worldwide; Zurich is a world leader in risk management. Through our global
alliance on disaster risk reduction, we have combined our expertise and network
reach to strengthen the resilience and capacity of communities through a Flood
Resilience Program. The IFRC has been collaborating with Zurich Insurance Group
and its Zurich Foundation since 2008. In 2013, the alliance expanded significantly
through the signing of a five-year memorandum of understanding on disaster risk
reduction with a focus on building community flood resilience. From 2013 to
2017, this partnership will provide resources to implement a 5 year community
based flood resilience program (CBFRP) in Indonesia.
Through the IFRC and Zurich alliance on disaster risk
reduction, this program is intended to enhance the effectiveness of solutions.
Together, Zurich Insurance, the Indonesian Red Cross and the IFRC, will develop,
test and implement scalable and innovative solutions with a focus on risk
assessment and impact measurement. The partnership will also to develop
knowledge, and influence the outcome of disaster risk reduction policies to
strengthen community resilience.
The partnership supports the IFRC’s S2020 to build
community safety and resilience, with particular emphasis on community
preparedness, reducing vulnerability to risks and increasing communities’
capacity to cope. More specifically the partnership contributes to the S2020’s
Strategic Aim 1 – Save lives, protect livelihoods, strengthen recovery from
disaster and crises and Strategic Aim 2 – Enable healthy and safe living.
The envisioned approach is to combine Zurich’s risk
expertise with the Red Cross Red Crescent community presence and experience at
the community level in order to develop and implement effective disaster risk
solutions. Solutions will be closely aligned to existing IFRC DRR practices,
but will include particular focus on testing and implementing tools to enhance
flood resilience through appropriate and cost-effective mitigation solutions.
This flood resilience program focuses on developing and disseminating knowledge
and expertise on flood resilience. It aims to have impact at the local level
through strategic long-term resilience activities. Alliances will be built with
the public sector, NGOs, private sector organizations and academia, and also at
the contribution insurance can make when it comes to flood risk.
This position description is seeking an Indonesian
national to represent the IFRC in this partnership by contributing towards the
development of a 4 year program design and action plan.
Job purpose

reduction policies : conduct joint advocacy efforts to contribute to shaping
the flood resilience agenda at the national, regional and global level and to
promote more investment in building resilience
Job
responsibilities and structure
The
position has responsibility for the preparing the design and action plan of the
Zurich-IFRC global floods resilience partnership, which seeks to deliver
effective community flood resilience programmes at scale and contribute to
shaping the flood resilience agenda of policy and decision makers as well as
donors.
The
program design will propose ways of testing and implementing scalable and
innovative solutions with a focus on risk assessment and impact measurement.
Working together this team will develop models to capture knowledge, and
ultimately influence the outcome of disaster risk reduction policies to
strengthen community resilience.
This
position is part of a 3 person team will also provide representation of the 3
partner organisations involved in this program, namely Zurich Insurance, PMI
and IFRC.

The specific roles of this
position include:

Coordination
between international red cross and red crescent partners
·
Program management
responsibilities:
o which include facilitating program design processes and
logical frameworks
o Involvement in conducting participatory assessments

Program support
responsibilities
o Contributing to developing budgets and monitoring
expenditures
o General administrative arrangements
for conducting assessment, workshops and meetings.

Assistance in data analysis
·
Guidance on
Movement tools, frameworks and guidance documentation.
·
Assist
to prepare monthly consolidated reports for the Indonesian SMT and also the
Flood resilience steering team based in Switzerland
Qualification &
Experience :
·
University degree in appropriate related field or discipline
·
Experience of writing progress and final reports, represent and
reporting to donors; and fund raising
·
Experience of working for the Red Cross / Red Crescent (for PMI and IFRC
positions only)
·
3 years’ experience of working for a humanitarian aid organization in a
developing country in a development role
·
Experience with participatory assessment, programme planning, management
techniques and coordination
·
Experience of planning and managing a budget
·
Experience of risk mapping, Vulnerability and Capacity Assessment on a
local level
·
Basic Training Course or equivalent
knowledge
·
Knowledge/qualification in Community
based Disaster risk reduction/management programmes
·
Knowledge of RCRC administration and
financial management systems is
preferred
·
Fluently spoken in Indonesian
language
·
Good command of English is preferred
