The
Global Alliance for Improved Nutrition (GAIN) is driven by the vision
of a world without malnutrition. GAIN is a Swiss-based foundation that
mobilizes public-private partnerships and provides financial and
technical support to deliver nutritious foods to those people most at
risk of malnutrition. The organization is delivering improved nutrition
to an estimated 670 million people in more than 25 countries, half of
whom are women and children. Nutrition projects are as varied as
fortifying cooking oil and flour and iodizing salt in many African and
Asian countries, fortified biscuits and school meals in India,
specialized products for mothers, infants and young children, as well as
interventions to enhance agriculture value chains for improved
nutrition.
Monitoring, Learning and Research (MLR):
The
goal of GAIN’s MLR function is to strengthen learning in and for GAIN’s
programs through robust results measurement, outcome and impact
evaluation, applied research and knowledge dissemination, supporting the
(cost-) effectiveness of program delivery by GAIN as well as other
nutrition actors and stakeholders.
GAIN’s
multi-disciplinary MLR team provides technical support and guidance
across GAIN and its global portfolio of projects. M&E activities
range from rigorous large-scale surveys to test whether products in fact
reach targeted population groups, to special health impact studies and
delivery science analyzing solutions for program bottlenecks and
enhancing the potential for success and sustainability at scale.
80% focus will be the Mothers, Infants, Young
Children Nutrition (MIYCN) project in East Java which is implementing an
integrated package of nutritious product delivery, Behaviour Change
Communication on nutrition and its health/hygiene/care determinants, and
related nutrition-sensitive interventions including in the public
health system.
20% focus will
be on other programs in Indonesia include Universal Salt Iodization and
fortification of vegetable oil, and optimizing value chains in tea
plantations for improved nutrition among tea farmers and their
households.
Purpose:
The
MIYCN project in East Java will have multiple implementing partners,
each of whom will develop separate monitoring plans. A 3rd party
research consortium will also be recruited to carry out a large impact
evaluation study of the MIYCN project. The Senior Advisor Nutrition and
M&E will oversee development and implementation of the monitoring
plans of each implementing partner, as well as ensure coordination
between the research consortium and the implementing partners, in
coordination with the focal points in Indonesia, Singapore and Geneva.
After development the role will require routine monitoring and reporting
of activity progress by implementing partners, the research consortium,
coordination and contracting of surveys, and capacity building in
M&E among implementing partners, in line with GAIN’s Indonesia
country strategy. S/he will need to ensure that impact evaluation will
be carried out by the research consortium according to agreement, and
support the Geneva MLR team in negotiations and managing contracts as
necessary.
S/he will also ensure that M&E lessons learnt
from Indonesia’s projects get incorporated in GAIN’s broader knowledge
building, advocacy and strategy development, to improve efficiency,
effectiveness and impact of GAIN’s programs. S /he will use M&E
outcomes for advocacy and influencing of other (Indonesian) nutrition
stakeholders through dissemination of results in publications, case
studies, workshops and other fora.
Responsibilities:
- Represent GAIN among Indonesia nutrition stakeholders, and disseminate lessons learnt through publications, policy briefings, case studies, and presentations at key forums and meetings;
- Provide technical input on nutrition issues and operational assistance to implementing partners of GAIN’s projects in Indonesia, including on survey protocols, questionnaires, data analysis and reporting, ensuring milestones are met, reviewing progress reports and advise on disbursements of funds;
- For the MIYCN integrated nutrition/health project, oversee and manage overall project and partner-specific M&E, including, alignment of M&E plans for each implementing partner with project-level Key Performance Indicators and targets, ensuring timely and good-quality routine activity progress monitoring and reporting by implementing partners,
- Facilitating the MIYCN impact evaluation study which will be contracted to an independent research consortium and ensure coordination and alignment between implementing partners and contracted research consortium.
- Support performance management and funding decisions throughout program design and implementation stages;
- Supervise internships of MSc students working on smaller embedded studies.
- Support annual work and budget planning, and resource mobilization for the Indonesia portfolio of projects.
Key Organizational Relationships
Based
in GAIN’s Indonesia country office, Jakarta, the Senior Advisor reports
to the Country Director, Indonesia for day to day matters and to the
MLR leads in Geneva and Singapore for technical matters. Other
relationships include:
• The Indonesia MIYCN Project Director
• Geneva-based MLR team and GAIN Directors in Singapore and Geneva.
• Geneva-based MIYCN / Nutritious Foods for Mothers and Children team and other initiative leads
• the Geneva-based Program Delivery team and program managers;
• Indonesia based Program Managers / Consultants for MIYCN, USI and Oil Fortification programs;
• Implementing partners in Indonesia including MoH, BPOM/Balai POM
Job Requirements
Skills & Attributes:

Qualifications:
• Masters or higher in Nutrition / Food Technology or related fields.
• Training or practical experience with designing and implementing M&E plans, use of log-frame
Experience:
• Minimum 10 years’ experience in nutrition sector.
• Proven publication track record – both peer-reviewed and grey publications

Experience in program M&E and/or operations research, including the
development and operationalization of project M&E frameworks and
plans;
• Experience in performance management of nutrition, child health programs ;
