VACANCY: Technical Specialist, M&E, Indonesia - Global Alliance for Improved Nutrition, Jakarta

The Global Alliance for Improved Nutrition (GAIN) is driven by the visionof a world without malnutrition. GAIN is a Swiss based international organization that mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition.  The organization is delivering improved nutrition to an estimated 670 million people in more than 30 countries, half of whom are women and children.  Nutrition products are as varied as fortified cooking oil and iodized salt in Indonesia, flour in Africa, soy sauce in China and biscuits in India, as well as specialized products for infant and young child nutrition, and interventions to protect the most vulnerable affected by emergencies or chronic illness.

TECHNICAL SPECIALIST, MONITORING & EVALUATION

The Technical Specialist will develop and operationalize project Monitoring & Evaluation (M&E) in coordination with the Geneva-based MLR team and project leads, including the development of project M&E plans, ensuring routine monitoring and reporting (e.g. production volumes, sales, quality control, training events) of activity progress by implementing partners, coordination and contracting of surveys, and capacity building in M&E among implementing partners, in line with GAIN’s Indonesia country strategy. S/he manager will need to ensure impact evaluation is being carried out by our research partners including negotiating and managing contracts with these partners as necessary.

S/he will also ensure that  M&E lessons learnt from Indonesia’s projects get incorporated in GAIN’s broader knowledge building, advocacy and strategy development, to improve efficiency, effectiveness and impact of GAIN’s programs, and influencing other stakeholders through results dissemination in publications, case studies, workshops and other fora.

Responsibilities:
  • For the MIYCN (Maternal Infant and Young Child Nutrition) integrated nutrition/health project, oversee and manage overall project and partner-specific M&E, including, alignment of M&E plans for each implementing partner with project-level Key Performance Indicators and targets, ensuring timely and good-quality routine activity progress monitoring and reporting by implementing partners, and facilitating an embedded health impact study to be contracted to an independent research institution.
  • Develop and support M&E frameworks and plans that integrate and operationalize routine activity progress monitoring and outcome and impact evaluation which support performance management and funding decisions throughout program design and/or implementation stages.
  • Provide technical and operational assistance to implementing partners of GAIN’s projects in Indonesia, including on survey protocols, questionnaires, data analysis and reporting, ensuring milestones are met, reviewing progress reports and advise on disbursements of funds.
  • Collaborate with, and represent GAIN among Indonesia nutrition partners, and disseminates lessons learnt through publications, policy briefings, case studies, and presentations at key forums and meetings.
Experience:
  • Minimum 7 years’ experience in program M&E and/or operations research, including the development and operationalization of project M&E frameworks and plans.
  • Experience in performance management of nutrition, child health programs.
  • Management of portfolios of activities and projects.
  • Excellent understanding of quantitative and qualitative research and analysis.
  • Experience in multi-stakeholder environments and managing local issues in Indonesia.
  • Proven publication track record – both peer-reviewed and grey publications.
Skills & Attributes:
  • Excellent analytical, research and scientific skills, with a high degree of rigor; solution-oriented.
  • Ability to guide and train M&E staff based in executing agent’s offices and BPOM/Balai POM offices.
  • Ability to use initiative, prioritize, multi-task;
  • Self-motivated, high energy.
  • Ability to operate within Indonesia’s corporate and public sectors liaising effectively with private companies, government, NGOs and development agencies;
  • Strong communicator, able to work effectively as part of a multicultural team;
  • Ability to use MS Office
  • Fluency in English (written and spoken) and excellent scientific report writing
Education:
Masters or PhD in nutrition, food science or a suitable equivalent.

Other requirements:
  • Available to travel within Indonesia across all GAIN project locations to provide technical assistance, as well as internationally to other GAIN offices and partners.
  • Indonesian citizen preferred
