Vacancy CII - Terrestrial Science and Spatial Planning Program Manager base in Jakarta

Conservation International, an international non-governmental organization, is seeking to fill the position of Terrestrial Science and Spatial Planning Program Manager base in Jakarta.

The Sustainable Landscapes Partnership (SLP) program will establish a replicable model of public-private partnerships that foster low carbon development opportunities, thereby helping to address global climate change and contribute to economic growth.  The SLP will combine public (USAID) and private philanthropic (Walton Family Foundation) funding into an initial $20 million Facility focused on catalyzing low carbon private sector investment in specific landscapes of high conservation value in Indonesia over a five-year period.  This Facility will invest in low carbon and Reduced Emissions from Deforestation and Forest Degradation (REDD+) development activities and business models that seek to reduce or eliminate deforestation and associated CO2 emissions.

The Terrestrial Science and Spatial Planning Program Manager (TSSPPM) will provide the necessary leadership, direction and management so as to ensure that natural capital and ecosystem services are appropriately valued and incorporated into economic and land/sea use decisions.  Added to this will be the responsibility for coordination, management and reporting for all SLP spatial planning, modeling and forecasting work that will be done.  This will include management and supervision of CI and non-CI personnel as well as close coordination with key SLP stakeholders.  The successful candidate will be expected to develop and maintain strategic relationships with key Indonesian agencies in relevant district, provincial and national settings.  Added to this the successful candidate will be expected to develop and maintain effective relations with strategically positioned bilateral and multilateral agencies where appropriate.

A key focus for the successful candidate will be the Sustainable Landscape Partnership in a range of target locations (currently in North Sumatra) but for which there is a strong likelihood that target areas will be expanded.  This position will contribute to Green Economies through applied research on spatially explicit analysis of business
as usual versus conservation based land/sea use with the associated assessment of trade offs and opportunity costs to inform land/seascape decision making.  The SLP is expected to collaborate with a multi-disciplinary team of scientists responsible for ‘landscape profiles’ (SIAP) that will guide our investment recommendations as part of the
Sustainable Landscapes Partnership (SLP).

Responsibilities:
1.  Take the lead in providing technical leadership and direction for SLP spatial and conservation initiatives across target landscapes.  This will include but not be restricted to the following key deliverables:
* Assume a leadership position so as to ensure that SLP and CI-Indonesia is acknowledged as a leader in integrating conservation science into on-the-ground     interventions primarily through SLP – thus the focus will be on the practical application of conservation science and spatial planning to achieve results on the ground that can be replicated and amplified;   
* Provide leadership, direction, mentoring and developing the capacity within CI-Indonesia so as to ensure spatially explicit and replicable systems for collecting, analyzing, and interpreting environmental and economic data for the profile and planning of sustainable landscapes and green economies with a specific focus on SLP;
* Provide leadership and drive activities that will help in preparing, analyzing and providing high quality interpretation utilizing different methods and systems to produce   outputs to support SLP interventions as a part of the Sustainable Investment Action Profile (SIAP), Strategic Environmental Assessment (SEA/KLHS), Multi Stakeholder Forum (MSF) and beyond into next steps and practical application of this information into a real work context;

2.     As the Terrestrial Science and Spatial Planning Program Manager a key role will be to translate conservation and spatial planning program elements into practical
real-world settings to support alternative green economies vis-à-vis not only the following examples but others where necessary to support outstanding results:
* Take a leadership role in SLP engagement in district, provincial and national for a supporting critical program objectives
* Ensure that SLP conservation science and spatial planning initiatives are contextualized so as to support stakeholder ownership and alternative green economies * Provide capacity building to both internal and external stakeholders as opportunities arise and that will promote sustainability

3.     Leading, developing, and maintaining the spatial information database system within Conservation Science Unit, CI Indonesia;
*Provide the necessary leadership and direction to develop a spatial database system for digital and hardcopy datasets;
*Provide direction and oversee the regular stock-take, maintenance and where necessary updating of the database on regular basis;
*Assist SLP and CI-I field personnel in the creation of spatial database system as required by the field projects;
*Provide standard operation procedures (SOP) and provide training to field staff on spatial database maintenances.

Qualifications:
* S2 (MSc) or (BSc) with relevant experience on conservation, spatial land use planning, natural resources management, environmental economics or environmental planning relevant to conservation and development issues
* At least 4 years work experience in the use of GIS/RS with advanced proficiency in data collection, compilation, analysis and innovation in the designing and developing of concepts, applications, and technologies with a preference for leadership/management experience.
* Expert user of spatial software and conservation planning tools (i.e. IDRISI, ArcGIS, ERDAS Imagine, Marxan), including both vector and raster formats and spatial analysis methods.
* Experienced in cartography and map presentation design.
* Demonstrated of environmental economics and how this is related to spatial planning and natural resource management.
* Good networking skills and knowledge on international and national NGOs in Indonesia.
* Excellent communication skills both in English and Bahasa Indonesia (reading, writing, oral and presentation).
* Experience with working in multi-disciplinary and multi-cultural teams, field surveys and ground checking for at least two years.
* Ability to delivering presentations; interpreting and presenting information to suit the target audience
* Ability to work with a variety of stakeholders from local and national governments to the private sector
* The preferred candidate will be self-motivated, well organized, team-oriented and able to meet project deadlines often under difficult circumstances.

Preferred
* Previous experience as a Team Leader and/or Program Manager in a related field
* Previous work experience with a conservation NGO
* Demonstrated ability of working effectively with multicultural, multidisciplinary teams to produce results
* Experience with building capacity building in technical applications of land use assessment and planning
