Partner Support Communications and Knowledge Management Assistant for MAMPU Program

The Empowering Indonesian Women for Poverty Reduction or Maju Perempuan
Indonesia untuk Penanggulangan Kemiskinan (MAMPU) is funded by the
Government of Australia through the Australian Agency for International
Development (AusAID) and managed by Cowater International Inc. The MAMPU
Program purpose is to build broad-based networks and inclusive coalitions
led by strengthened women's and gender-interested organisations, and
parliamentarians in order to influence government policies, regulations and
services, and in selected private sector arenas, to improve the access of
poor women to critical services. MAMPU Program is currently seeking the
following position:

Position : Partner Support Communications and Knowledge Management
Assistant

Location : Jakarta

Report to : Communications and Knowledge Management Specialist

Duration : Long Term

Purpose

Support and facilitate Partners' planning, development, use and assessment
of communications and knowledge management tools and activities that are
part of their Grant work plans.

Responsibility

With the Communications and Knowledge Management Specialist assess, plan and
manage technical communications and knowledge management assistance to
Partners and targeted to specific needs in their Grant work plans /
activities.

Primary / leading responsibility for the Program's support to Partner
Organizations in planning, implementing and assessing communications
(outreach, promotion, public education, awareness raising and advocacy) and
knowledge management outputs and activities to improve learning and
knowledge sharing relevant to their Grants and goals.

Work and coordinate with the Capacity Development and Monitoring and
Evaluation Advisers, Partner Facilitator and other Technical Support
Advisers to support Partners in integrating their communications and
knowledge management planning, development and implementation, as well as
assessment with other components in their work plan to strengthen / enhance
the impact of those plans and activities.

Identify, coordinate and manage additional Technical Support Advisers for
communications and knowledge management support for Partner grant planning,
development and implementations, as well as assessment for publication and
other media, working with mass media and journalists, events and
competitions, etc.

Description

Work cooperatively, collaboratively and creatively as part of a dynamic team
to support Partners in planning, developing, producing and assessing effect
communications and knowledge management tools and activities as part of
their work plan. Champion the creation and use of effective communications
and knowledge tools help develop innovative approaches to their design and
application to increase Program effectiveness and impact. Build on
experience and talents developing and using communications and, and explore
integrating new approaches that support and enhance outreach, public
information, promotion, advocacy, and knowledge sharing. Contribute to
increasing communications' and knowledge management's role, focus and value
in facilitating, supporting and reinforcing change. Join a team dedicated
to using communications and knowledge management to improve the lives and
welfare of poor Indonesian women and help Partner organizations achieve
positive change.

You will have:

An interest in how communications strategies, products and activities can be
utilized as vital tools in supporting, facilitating and reinforcing project
components so they better achieve their goals and have a lasting impact.

Ability to clearly articulate goals and objective to better define and
direct communications and knowledge management plans and outputs.

Passion for finding unique, yet practical opportunities to improve the
design, function and use of communications and knowledge management.

Commitment to a collaborative approach and change process, and working
cooperatively with Program staff and Partners in a process that emphasizes
facilitation and empowerment.

Tasks

1. Facilitate and support Partners in planning, implementing and
assessing communications (outreach, promotion, advocacy and etc.) and
knowledge management.

2. With the Communication's and Knowledge Management Specialist and
Partner Facilitators assess, plan and manage short term technical
communications and knowledge management assistance to Partners targeted to
specific needs in their Grant activities, e.g. planning, developing,
managing and assessing (M&E) activities and outputs for outreach, promotion,
awareness, public information and advocacy, and managing knowledge and
sharing lessons learned.

3. Assist in sourcing information and news re: Program themes and
current issues impacting on women and poverty to be shared with Partners and
other stakeholders.

4. Liaise with the Monitoring and Evaluation Adviser, Capacity
Development Adviser and Partner Facilitators to work with Partners in
assessing their communications and knowledge management interventions,
identify needs and plan support.

5. Review and monitor Partner communications (outreach, promotion,
advocacy, PR, etc.) and knowledge management activities to identify needs,
constraints and opportunities to improve their appropriateness and impact.

6. Liaise with and support Partner Facilitator in implementing
Communications and Knowledge Management activities including strategic
communications planning integrated with their capacity building plans.

7. Coordinate with technical specialists to provide targeted support
and capacity building integrated with communications and knowledge sharing
to partners relevant to their proposed activities.

8. Coordinate with short-term Communications and KM consultants, and
assist with their recruitment and management.

Experience, Expertise & other Requirements

- 5 or more years' experience planning, developing, producing and
assessing communications materials and activities for outreach, public
education, information, awareness, public relations, advocacy and promotion.

- Experience with publications and other media including social
media, video, websites, for diverse audiences from policy makers and senior
level managers to frontline/ grassroots implementers, and community
audiences.

- Experience planning and implementing knowledge management for
organizations and / or projects including innovative approaches to knowledge
sharing.

- Experience liaising with different stakeholders, and facilitating
their communications and knowledge management planning, implementation and
M&E.

- Experience facilitating collaboration and networking between
different organizations and stakeholders.

- Able to manage multiple demands and prioritize tasks, work easily
and cooperatively with diverse stakeholders, and support other team members.

- Proactive in taking responsibility, maintaining professional
standards, and contributing ideas to make communications products more
interesting and suitable for different audiences.

- Experience using a multiple media approach and maintaining
continuity and focus on key messages, coordinating media development,
distribution, use and assessment.

- Experience working on development projects or with civil society
organizations / NGOs implementing activities for gender and women's rights,
social protection, poverty reduction and governance.

- Familiar with issues: women's rights and gender, violence against
women, social protection, migrant employment, maternal and reproductive
health, women's access to employment and work place discrimination.

- Skilled in using standard word processing programs (e.g. Word,
Excel) and design and media production programs (e.g. Photoshop, Publisher,
In Design, etc.)

- Experience with digital cameras and photo editing.

- Fluent in Indonesian and English

- Able to travel
