1. Description

AusAID's new poverty reduction program, Empowering Indonesian Women or
Poverty Reduction or Maju Perempuan Indonesia untuk Penanggulangan
Kemiskinan (MAMPU), aims to improve the welfare of poor women in Indonesia.
This program is funded by the Government Australia through the Australian
Agency for International Development (AusAID) and managed by Cowater
International Inc. The program will support a selection of national and sub
national women and gender-interested organisations and their local partners
to forge coalitions with others within the public and private sectors.
Working through multi-stakeholder processes, the organisations will analyse
constraints, identify and test solutions, work with the media, and use an
evidence base to advocate for change.

The program's efforts to strengthen the women's and gender-interested
organisations and networks are a means to an end. Ultimately this program's
success will be judged on the extent to which it has contributed towards an
improvement in the lives of poor women.

Position : Partner Facilitators for MAMPU Program (3)

Location : Jakarta

Report to : Capacity Building Coordinator

Duration : Long Term

The MAMPU program focuses on five thematic areas:

1. Improving women's access to government social protection programs;

2. Increasing women's access to jobs and removing workplace
discrimination;

3. Improving conditions for women's overseas labour migration;

4. Strengthening women's leadership for better maternal and
reproductive health;

5. Strengthening women's leadership to reduce violence against women.

The Partner Facilitator (PF) will report directly to the Capacity Building
Coordinator and will facilitate the provision of capacity building support
to a program of civil society organisation (CSO) partners in the
implementation of their MAMPU work plans and for the purposes of
strengthening their organisations to influence public policy on the thematic
foci of the MAMPU program. The Partner Facilitator will establish a close
working relationship with a select number of assigned MAMPU CSO partners,
acting as the direct liaison or focal point and mentor between the partners
and Cowater International, the Managing Contractor (MC).

2. Tasks and Responsibilities:

With the supervision and guidance of the Capacity Building Coordinator, will
have the following responsibilities and perform the following tasks:

* Serve as the Cowater MAMPU team's liaison and contact person with
Program Partners, acting as a mentor to partners and accompanying them
through the program's theory of change process;

* Facilitate the provision of capacity building support to partners
based on a capacity needs assessment, stakeholder consultations, and
evidence from reliable research; this may also include coordinating
logistics and travel arrangements for MAMPU related meetings, training
events, workshops, fieldwork, and any other requirement based on partner
workplans;

* Following identification of capacity building needs, link partners
to relevant capacity building providers; the Partner Facilitator shall
communicate training needs to the appropriate MAMPU Technical Adviser and
Operations Manager, who will identify the relevant source through a database
of capacity building service providers;

* Ensure overall partner understanding of the MAMPU capacity
building approach, including through provision of orientation and/or
training;

* Provide on-going guidance and support to partners in the
implementation of their workplans, including in the areas of financial
management, monitoring and evaluation, and
communications/knowledge-management, in close consultation with MAMPU
Technical Advisers;

* Participate in program monitoring and evaluation as may be
assigned;

* In consultation with MAMPU's Technical Advisers, facilitate the
identification of areas for collective action with partners around common
issues or areas of focus within MAMPU's five thematic areas, as well as
other crosscutting issues (i.e. anti-corruption, election support,
leadership of women etc.);

* Facilitate the tracking of learning and networking opportunities
within and between partners, and with other AusAID programs; assist partners
in integrating new approaches into their own 'learning cycles' and
documenting successes;

* When requested, provide advice to Partners on the
design/development and production of training and workshop materials and
reports, in consultation with MAMPU Technical Advisers;

* Travel as needed to the field offices of Jakarta based Partners,
as well as, Partners base in other regions to verse and facilitate
identifications of Partners need at the sub-national/regional level.

* Perform administrative duties as assigned.

3. Experience, Expertise and other Requirements

The MAMPU Partner Facilitator will have the following knowledge, skills, and
experience:

* A Bachelor's degree in a related field;

* A minimum of ten years of related experience in implementing
technical and organisational capacity building programs for CSOs;

* Familiarity with Indonesia's socio-economic-political dynamics and
the context of where and how CSOs operate;

* Demonstrated understanding of gender issues in Indonesia;

* Substantial demonstrated experience in building the capacity of
CSOs to influence change;

* Technical expertise in one or more of the MAMPU thematic areas, an
asset;

* Demonstrated knowledge in Monitoring and Evaluation; experience
in data collection and analysis, an asset;

* Working knowledge of communication/knowledge-management practices;

* Extensive demonstrated experience in group facilitation mentoring
and coaching, coordination and liaison;

* Demonstrated flexibility, adaptability and ability to perform and
collaborate under challenging conditions;

* Strong relationship-building and networking skills;

* Strong planning, community mobilisation and inter-cultural
communication skills; and

* Fluent in Bahasa Indonesia, adequate English communication (spoken
and writing) skills.
