Role and
Responsibilities
1. To support the
implementation of PMER project in
development and establishment system of Planning, Monitoring, Evaluation, and
Reporting (PMER) in PMI Organization across all levels by providing technical
advisory and support on:
1.1. Development and
field test of the PMER Guideline and
Toolkits for PMI programs/projects.
1.2. Building the
capacity of ARC and PMI Personnel to utilize Microsoft Project Management Software (or other system that is
compatible with PMI) for ongoing projects as well as to create project
management information system.
2. To support the
improvement of the existing Management
Information Systems in PMI and to incorporate PMER system within the system
through working closely with PMI staffs and consultant (developer) by providing
technical advisory/support; quality assurance and quality control on:
2.1. Development of system improvement objectives by
defining information, functional, and communication scope.
2.2. Analyze and
Identify business process, business data and system interface requirement to produce system development proposal.
2.3. Design prototype
of database specification, software, and user and system interface to develop
appropriate system and match the needs of the business (computer programming).
2.4. Building PMI human resource capacity to utilize the
improved MIS at the Headquarter as well as at the province and district level.
3. To support the
Mobile application for Disaster Preparedness in South East Asia Project by
providing technical advisory/support; quality assurance and control on:
3.1. Adaptation and
field test of Flood and First Aid Application into Indonesian context and language
3.2. Establishment
of Trilogy Emergency Respond Application (Public messaging via SMS, collaboration with government and telecommunication
provider)
3.3. Maintenanceof the apps and TERA (i.e., updating information feeds to the
system)
4. To support the
roll out of the Effective Collaborative
Operating System (ECOS) within the ARC project in Indonesia by:
4.1. Providing field feedback
and input to the process of ECOS development
4.2. Providing capacity building to field staff to utilize
and obtain benefit from the ECOS for program management purpose.
Qualification
1. Experience: Ø Possess software engineering skills and experience of setting up and administering complex management information systems, analyzing data and presenting results.
Ø Experience in developing web based application using php and have a strong knowledge on Ajax and CSS
Ø Familiar with recent mobile technology such as android and mobile web version
Ø Experience of administering and monitoring Government/Donor funded project/program with a wide variety of different aims, objectives and outputs.
Ø Experience with humanitarian based organization such as Red Cross, NGO, and other nonprofit organization.
2. Educational Background Bachelor Degree on Information Technology, specialization in Management
Information System or IS
3. Practical Skills: Ø Excellent Information Technology and Information System skills
Ø Effective communication both verbal and written
Ø Able to facilitate presentation and training for capacity building
Ø Able to work as part of a team
Ø Good analytical skills and the ability to impart detailed data to others.
