Save the Children International advert SETARA Project: - 1 post in North Jakarta

By mid-2013 most of our international programs will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. We’re changing to become more efficient, more aligned, a better partner, a stronger advocate, a magnet for world-class people and relevant for the 21st century.

Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program in Indonesia has made significant progress at the national policy level. Save the Children will implement a comprehensive education, health and sanitation, disaster risk reduction program and Literacy Boost for primary schools in North Jakarta and Improved pre-literacy attainment and school readiness of 4-6 year old students in Belu, NTT over the next four years.  This will be funded by AusAID. Currently Save the Children immediately need an experienced staff to be part of our SETARA project and will be based in North Jakarta.

The position we are looking for:

Project Manager SETARA (code: PM – SETARA) – 1 post, based in North Jakarta

The Project Manager will work under the direct supervision of the Program Director. She/he will be in charge of planning and all programmatic, administrative, communications, and financial management for this program.

Job Responsibilities:
Oversight and Management of Program Implementation and Quality
  • Responsible for overall coordination of the SETARA project implementation and working closely with Education Advisor, Senior Program Manager Health and Humanitarian Manager for delivery of high quality programming in line with the objectives of SETARA annual plans.
  • Lead the development and maintenance of relationships with key local stakeholders including the district and provincial government education, planning (Bappeda), and health offices; as well as elected officials and other NGOs.
  • Ensure information exchange with key local government officials and public school principals/teachers to maximize their participation in the delivery of SETARA project activities.
  • Lead the process of developing SETARA annual plans and reports in close collaboration with the Senior Manager Program Implementation.
  • Ensure adherence to SETARA good programming guidelines including implementation of international good practices in selected education, health and sanitation, and disaster risk reduction components.
  • Ensure that programs are implemented (planning, monitoring and evaluation) in ways that are responsive to key stakeholders in particular the children and communities where we work, and have a high level of acceptance by all stakeholders.
  • Assess the capacity of and strengthen in an integrated way any local NGO partners.
  • Coordinate external technical assistance visits from SC Jakarta-based and international staff.
Financial and Administrative Management
  • Develop together with the Senior Manager Program Implementation and the finance unit annual SETARA budgets.
  • Ensure the effective and efficient use of SETARA resources.
  • Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections
  • Ensure the application of appropriate controls for SETARA resources including accurate tracking of all expenditures.
  • Coordinate with the Finance unit to produce accurate and timely financial reports.
  • Oversee appropriate logistics management including procurement, fleet management, and provision of goods and materials to communities.
  • Ensure adequate human resource policies are in place.
  • Ensure adequate security controls are in place in accordance to the North Jakarta and Belu District security plan.
Staff Management, Mentorship, and Development – Program Implementation
  • Develop for Senior Manager Program Implementation approval the organizational chart for SETARA staff.
  • Ensure appropriate staffing within the SETARA program including that staff members have appropriate qualifications.
  • Manage the SETARA team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Manage the performance of all staff in the SETARA project implementation area through;
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Promoting opportunities for exchanges with other Save the Children in Indonesia programs;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvement work plan.
As a member of the Extended Senior Management Team, contribute to:
  • The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children.
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
  • Share good practices and lessons learned from the SETARA program with other programs and operations staff.
Emergency Response Management
  • Work with the Humanitarian Manager to strengthen the Indonesia CO organizational readiness to respond to emergencies in North Jakarta and Belu, NTT in line with global SCI emergency policies
  • This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
General Requirements:
Education: Bachelor’s or Masters degree in education or other relevant advanced degree preferred.

Skill and Experiences:
  • Minimum 5 years total working experience in management level with proven track in a contractor, corporate, or International NGO environment, including significant field implementation experience.
  • A deep understanding of pre-primary, primary educational issues, health and sanitation, and disaster risk reduction current conditions in Indonesia.
  • Management experience in large complex situation such as North Jakarta and remote areas in Eastern Indonesia with experience in NTT preferred.
  • Solid project management skills related to international development projects with a proven history of delivering results
  • Previous  proven skill in managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others.
  • Substantial experience and knowledge of effective financial and budgetary control.
  • Proven excellent skill in analyzing information, evaluate options and to think and plan strategically.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken Indonesian, strong English written and spoken skills.
  • Ability and willingness to live and travel to Belu district.
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
