RFA 13.913 PUBLIC EDUCATION ON POLITICAL ACCOUNTABILITY OF POLITICAL PARTY AND CANDIDATES IN 2014 GENERAL ELECTION

MSI/SIAP-1: Strengthening Integrity and Accountability Program I (SIAP-I) is a five-year program funded by the United States Agency for International Development (USAID) and implemented by Management Systems International (MSI).

BACKGROUND

Management Systems International (MSI)/Strengthening Integrity and Accountability Program I (SIAP I) is seeking grant applications for the promotion of the political accountability, anti-money politics, and political corruption through public education on political accountability of political party and Candidates in 2014 general election.

SCOPE OF WORK

The scope of work and the expected results of the public education on political accountability of political party and Candidates in 2014 general election:

This fixed obligation grant is focused to promote an integrity pact to be adopted by political parties and candidates, which consist of commitment to adhere the campaign finance regulation and readiness to be monitored. The applicant shall promote the integrity pact to all political parties and candidates in the target area: Jakarta, Lampung, East Kalimantan, and Maluku, the same area of campaign finance monitoring program conducted by JPPR under SIAP-1.

Applicant shall provide training and consultancy service to candidates interested and involved in the integrity pact. These participating candidates will also be monitored by JPPR on their campaign finance accountability.

To achieve this result, applicant shall:
  • Develop an education/campaign kit  on campaign finance adherence for candidates
  • Public campaign.
  • Provide training to candidates to promote political accountability and campaign finance adherence.
  • Facilitate the integrity pact declaration.
  • Provide clinics on Political Accountability
1. Develop an education/campaign kit for monitoring tools on political accountability

The education/campaign kit to be developed by the applicant consists of two parts: 1) campaign/education materials on political accountability, and 2) Dos and Don’ts for candidates regarding to the rules of integrity and accountability. The development of these monitoring tools shall include the following tasks and activities:
  • Campaign kit draft–outline provided for MSI-SIAP I approval. The kit shall refer to relevant laws and be user friendly both for public and candidates.
  •  Public consultation on the campaign elements such as content, strategy, and medium.  These consultations should involve related stakeholders including KPU, Bawaslu, political parties, and CSOs.
  • Final campaign kit for review by MSI-SIAP I.
  • The printing of the finalized campaign kit.
The campaign kits are expected to be completed within 40 working days from grant signing

2. Public campaign activities at the national level Public campaigns will be conducted at the national level, with additional efforts in one province in Lampung, East Kalimantan and Maluku. SIAP-1 anticipates that the public campaign will include the following components:
  • Utilization of new media/social networking such as Facebook, twitter, Vine, YouTube, SMS, etc.
  • Posters
3 Training to candidates is necessary to promote political accountability Training to candidates is necessary to promote political accountability. The applicant should strive to conduct the necessary trainings in those provinces. Other capacity building methods are welcomed and should be proposed in the application; however, they remain subject to SIAP-1 approval. The applicant should approach and encourage all candidates to accept their free training opportunities.

4. Facilitating the Integrity Pact Declaration The integrity pact declaration is open to all political parties and candidates. Applicant should promote and invite all political parties and candidates to this declaration.

The integrity pact is a declaration of commitment to adhere the campaign finance regulation and willingness to be monitored by JPPR or other CSOs as part of their political accountability. The Applicant shall conduct this declaration in Jakarta, Lampung, East Kalimantan, and Maluku.

5. Clinics on Political Accountability Clinics on Political Accountability will provide consultancy services to candidates, political parties, and people in the general public who want help to more deeply understand the issues on political accountability, anti-money politics, and political corruption during the 2014 general election. The Applicant should propose the specifics of the clinic including the design, model, and type of service of the clinic such as using hotline services, etc. The clinic should operate for at least seven (7) months under this grant.

The organizational operations
This program covers public education at the national level (Jakarta), along with additional focus in Jakarta, Lampung, East Kalimantan, and Maluku. Applicants are encouraged to propose additional target results and must describe the output and outcome indicators they will use to track the achievement of results through a monitoring and evaluation (M&E) plan to be submitted with their grant application.

All Offerers must attend the pre-award conference scheduled on Monday, August 5, 2013, 10:00 a.m., at the MSI-SIAP I office. RSVPs should be sent to procurement@msi-siap.com with a limit of two (2) persons per organization.
