II. Organizational Context and Scope
The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.
The total number of IOMs target population of migrants referred to its care, as of end May 2013 is 3,207 pax. IOMs target population is spread out nationwide, with about 1,394 pax in 13 GoI detention centers (IDCs), and about 1,813 pax in various accommodation facilities (low-cost hotels, community housing).
Linked to its RCA project implementation, IOM has established a demographic database of its target population, comprised of quantifiable subsets of data (sex disaggregation, age groups, nationality, length of stay, etc.). These data, characterizes IOM target population, justifies the provision of IOM services and support, and as importantly, informs continuing IOM implementation modalities.
General Functions:
Under the direct supervision of the Project/Reporting Manager, and the overall programmatic oversight of the Deputy Chief of Mission, the incumbent will be responsible for the RCA Statistics and Reporting task.
III. Responsibilities and Accountabilities
1. Assist in developing qualitative analysis of RCA quantitative data.
2. Assist in the preparation of the monthly RCA narrative reports, as well as, the bi-annual RCA Quality Assurance Report – for submission to DIAC.
3. As requested, lead the elaboration of newsletters/press releases on projects/mission programmes/activities,
4. Leads assessments, desk research, and drafting analytical research reports on new trends and policies relevant to IOM Indonesia’s activities on migration management, irregular migration, anti-people smuggling, and handling of smuggled migrants.
5. As requested, draft project/programme-related documentation and presentations.
6. As requested, represents IOM in partner meetings and workshops, as participant/stakeholder or resource person/trainer.
7. Assist in the preparation of project proposals, as necessary.
8. Leads the coordination, planning, administration and logistics project events (socialization sessions, workshops, trainings, monitoring visits).
9. Undertake duty travel, as required.
10. Assist in any and all project-related tasks, for other projects, as requested.
11. Perform such other duties as may be assigned.

V. Education and Experience
a) University Degree in social science, international development, mass communication, journalism, international relations, or related discipline. Completed Master Degree in this field would be advantage.
b) At least 6 (six) years of working experience covering aspects of this TOR
c) Experience working on projects in an intergovernmental humanitarian agency
d) Experience in liaising with government, non-governmental (CSOs) agencies, and international institutions.
