Position Title : Watsan Consultant (Non-Employment)
Location : Betun, Malaka District, NTT
Duration : 1.5 months, full time
Starting date : 1 July 2013
Handicap International (HI) is an international humanitarian organization that works in the field of international solidarity focusing in disability. Handicap International Indonesia, in close collaboration with the Ministry of Social Affairs of Republic of Indonesia, implements activities that will allow people with disabilities and vulnerable groups in Indonesia to have better access to services and have increased their political and public life participation. Since July 2012, Handicap International has been implementing activities in Malaka District (Umatoos, Fafoe and Lawalu Villages). From January to April 2013, these three areas of intervention were hit by floods. HI along with the village government is willing to support the community recovery process and prevent adverse effects related to water pollution. Priority needs are to support the community to resume access to potable water, ensure food security and clean community infrastructures while resuming the project DRR activities.
In order to manage and support the water and sanitation activities in Umatoos, Fafoe and Lawalu villages, a technical support (Watsan consultant) is needed. Core skills needed include management of wells cleaning and refurbishing including water testing.
Handicap International currently is looking for a Watsan Consultant for Betun, NTT province.
The objectives will be:
He/she will provide technical support to HI project team in providing sustainable access to clean water to communities in 3 villages (Umatoos, Fafoe and Lawalu).S/he will supervise wells cleaning and refurbishing in close collaboration with HI Project Officer in BetunS/he will implement water chlorination and testing (turbidity and pH) for 24 wells located in these 3 villages.S/he will work closely with HI project teams and the TAGANA (Taruga Siaga Bencana) of Belu district, as well as other partnersS/he will be managed by the DRR Project ManagerExpected Results:
On the job training for local masons and groups of workers from 3 villages is facilitated24 wells are cleaned.Water chlorination and testing is properly done for 24 wells.24 wells are refurbished to prevent future pollution due to flood.The tasks:
Provide on the job training to community members (Umatoos, Fafoe and Lawalu villages) regarding the cleaning and refurbishing of wellsTogether with HI Team, TAGANA Belu, and DRR Forum, to supervise the cleaning of 24 wells by community members: Empty wells of the polluted water brought by the floods and remove mud and fragments to recover the original depth and water capacityClean inner walls with a bleach solution
Implement water chlorination and testing (turbidity and pH) for 24 wells located in 3 villagesTogether with HI Team, TAGANA Belu, and DRR Forum, supervise wells refurbishing by community members:Add cement rings to the well’s inner wall when relevantRaise and waterproof the stone wall surrounding the wellBuild a drainage zone around the well to keep it clean of surface water and animal pollutionsProvide and submit proper reports of the accomplished activities in timely manner.

Instructions for community-based wells cleaning and refurbishingOn the job training report for the 3 villagesDetailed work plan for the cleaning and refurbishing of 24 wellsWater testing results and recommendations for 24 wellsA final report regarding the overall implementation of activities
PERSONAL QUALIFICATIONS AND REQUIREMENTS:
Degree in Engineering, public health, or social or equivalent combination of education and professional experience in a related area5 years of professional experience in the field of Water and Sanitation Preferably minimum 2 years of experience in organizing Watsan construction Fluency in written and spoken English is preferred Experience of working with pluri-disciplinary teams, disability issues, and experience in delivering training
Consultation fee: Rp 9.000.000, tax deductible, upon completion of the work.
