Title: Operations Manager

Working in 30+ countries globally, Conservation International (CI) Foundation is a non-profit organization committed to empowering societies to responsibly and sustainably care for nature for the good of humanity. CI has been working in Timor-Leste since 2009, with a focus on improving marine and coastal management with the fishing communities of Nino Konis Santana National Park.
The role of Operations Manager will be responsible for managing the Finance, Administrative, Grants Management, IT, and Human Resources functions for the country program.
The incumbent will guide the program to develop and implement sustainable management strategies, set standards related to operational management, and ensure that human and financial resources are aligned and maximized for the greatest conservation impact. The position will report to the Country Director, Timor Leste but also collaborates with the Asia Pacific Field Division Operations Director, and CI-HQ. Due to the small nature of the office, the main duties of this position are two-fold, firstly as a strategic manager who will implement practices and guidelines in the area of Finances, Human Resources and Administration to ensure attainment of program business plans for growth and sustainability, ensuring all are in compliance with both local labor laws and organizational policies; and secondly working in a hands-on capacity to ensure all financial and administrative tasks are completed within designated deadlines.

Key duties will include:
Finance:
- Ensure adequate cash transfers from HQ to meet monthly obligations and responsible for all disbursements.
- Review, update and analyze all transactions for completeness and accuracy on a monthly basis;
- Management of domestic and international banking arrangements, funds transfer & administration
- Payroll including maintenance, calculation, analysis & staff benefit / entitlement reporting.
- General Ledger maintenance and month-end processes
- Account reconciliation & maintenance of registers & schedules.
- Domestic Tax and statutory compliance requirements and returns
- Donor and internal policy compliance requirements in close liaison with HQ-Finance.
- Direct liaison with Cost Centre Manager on all budgetary, reporting and burn-rate monitoring processes.
- Assist with budget development, entries in system and coordination, inc revisions and variance analyses.
- Maintenance of budget uploads and systems operations.
- Ensure CI operates within the statutory labour laws of Timor Leste
- Adhere to all CI HR policies such as staffing, compensation, performance and termination.
- Day-to-day management of a small office
- Supporting the Country director as and when needed.
- Academic Background in Finance and/or Business Administration
- High level knowledge of financial and business practices
- Sound knowledge of HR function and practices
- 5+ years related experience in management of operations (administration, finance, human resources, grants resources and donor management) functions.
- Experience with diverse funding environment including US and European governments, multi-laterals, and large foundations
- Solid business acumen competency
- Excellent written and verbal communication skills, including proficiency in English
- Proficient in use of technology including use of Microsoft office; accounting platforms and other financial software (Oracle and Clarity preferred).
- Utilizes effective problem solving and decision making models
- Capacity to analyze trends and tendencies and to translate this information in the review and development of the Regional Program’s strategic directions
- Capacity to plan, prioritize and implement with a strategic approach In addition, the following skills/knowledge would be preferred:
- Experience working for an international not-for-profit organization an advantage.
- Language skills in Tetum or Bahasa Indonesian an advantage
- Experience working in Timor-Leste an advantage.
