U.S. Agency for International Development (USAID) based in Jakarta is recruiting Indonesian Nationals for the following two positions:
USAID Senior / Project Management Specialist (Water and Sanitation), FSN-9 / FSN-10 / FSN-11 / FSN-12 (Post Code: ENV-WS) – 2 positions available

Salary starts from Rp.11,384,589 per month depending on qualifications, experience and salary history.

BASIC FUNCTION OF POSITION:
The Senior Project Management Specialist (SPMS) for Water and Sanitation serves as the primary resident mission experts and advisor on clean water and sanitation services delivery. The SPMS manages staff and projects to effectively implement USAID's portfolio of clean water and sanitation services related projects and activities. S/He also provides technical and management guidance for the formulation of new strategies, programs, and activities of USAID in the water and sanitation sector targeted at improving essential human services for the poorest and most vulnerable. . The incumbent collaborates with Indonesian government and private sector managers and provides USAID across-the-board expert advice on the design, execution, management, structure, and documentation of water and sanitation services in Indonesia.

The Project Management Specialist (Water PMS) serves as one of the resident Mission experts and advisors on environment issues, including but not limited to municipal water and sanitation services. The Water PMS manages water and sanitation services necessary to achieve Sustainable Management of Natural Resources objectives for USAID. The incumbent provides across-the-board expert advice on the design, execution, management, structure, and documentation of water and sanitation services-related program activities, and backstops other environment topics for which the Environment Team is responsible. The Specialist directs the performance of bilateral funding for contracts, cooperative agreements and grants.

Both positions undertake senior level communication with the Government of Indonesia (GOI) and other relevant stakeholders for the management of USAID programs, including: central authorities, such as Ministers, Directorate Generals, and senior level staff at relevant GOI ministries; Governors and senior leaders in provincial governments; Mayor-level authorities in district and local governments; local community leaders and community organizations; directors and senior staff in local and international non-governmental organizations (NGOs); rectors and senior professors/researchers at Indonesian and international universities; presidents and directors of professional associations; and chief executives from the private sector.

QUALIFICATIONS REQUIRED:
  • Master's Degree from an accredited University in environmental engineering, natural resources management, climate science, or in a related environmental or development field is required. 
  • Minimum three years (FSN-9 trainee level), five years (FSN-10 trainee level), seven years (FSN-11 trainee level) or ten years (FSN-12 full performance position) of progressively responsible, professional experience in development assistance in one or more of the fields listed above including at least three years of work experience in project or program development/implementation with a large development organization or donor agency. 
  • Level IV (Fluent) speaking/reading/writing in English and Indonesian
  • Must have a thorough knowledge of the concepts, principles, techniques, and practices of water and sanitation services and environmental impact assessment in Indonesia; a strong command of development assistance principles and approaches (Senior Project Management Specialist position)
  • Must have a thorough knowledge of the concepts, principles, techniques, and practices of water and sanitation services and natural resources management in Indonesia, development assistance principles and approaches (Project Management Specialist position)
  • Must have knowledge of Government of Indonesia environmental policies and practices (including water and sanitation services, forest and marine ecosystems management), local institutional development, decentralization and of related regulations and procedures.
  • Must be able to: a). Obtain, analyze, and evaluate a variety of data; b). Organize and present technical information in concise written and oral form; c). Plan, develop, manage and evaluate important and complex programs independently; d). Furnish information and advice in assigned areas objectively; e). Follow oral instructions, and organize, prioritize and follow through on all assignments with minimal oversight; f). Type accurately; g). Edit documents; h). Focus on details; and i). Demonstrate proficiency in word processing, spreadsheets, databases, and other computer applications (i.e. Microsoft Office, Excel, Power Point, etc.).
