Field Researchers for EOPO 3 Evaluation Study
Background of the assignment
With a value of AUD 500 million over 5 years (2011 – 2016), the Education Partnership (EP) is Australia’s largest bilateral aid program to date. GRM International Pty Ltd has been appointed as the Performance Oversight and Monitoring (POM) contractor for the EP. As part of its mandate, POM implements a range of evaluation studies across the four EP components to assess the progress towards achievement of the End-of-Partnership Outcomes (EOPO). POM evaluation studies are based upon a mixed methods approach designed to enable reporting on measurable indicators via quantitative methods, as well as provide a deeper understanding of how and why these changes are occurring via qualitative methods.

The objective of the evaluation of EOPO 3 is to determine “to what extent and how have the SNIP support and Madrasah block grants improved the quality of education service provision in targeted Madrasah?” In order to capture expected changes over a 3 years period,  the evaluation design utilises multiple data collection methods and focuses on a sample of 30 Madrasah across five provinces: East Java, West Java, South Sulawesi, Central Java, and Lampung. In addition, a video documentary will be produced in a selected sample of Madrasah. The table below summarises the data collection approaches, the targeted institutions and their iterations.

Results from the baseline, mid-line and endline studies will be compiled into individual reports. These results will then be incorporated into the conclusions of other EOPO evaluation studies to provide a broader understanding of the overall achievement of the EP.

Purpose of the assignment

Under the guidance of the Research Coordinator, Field Researchers will collect data for the qualitative study and case studies. Field researchers will be recruited and divided into five teams of 3 researchers, one team perprovince, and sourced locally based on their previous experience, knowledge of the local culture and languages, and ability to spend time in the field (sometimes in remote areas and difficult conditions). They will be trained prior to collecting data, and closely supported and monitored by the POM team. They will report directly to the Research Coordinator.

Description of Activity

Under the guidance and supervision of the Research Coordinator, the Field Researchers will undertake the following activities:
  • Familiarise him/herself with the data collection instruments
  • Participate in a training workshop for field researchers, planned for 24-27 June 2013
  • To six Madrasah and collect qualitative data through interviews and focus group discussions with parents, teachers, students, school officials, community members, in July and August 2013 (30 days)
  • Conduct visits and collect data for a case study of a Sub-National Implementation Partner (SNIPs) in the provincial capital.  This will include interviews and focus group discussions with the SNIP Director, Training Team, and Mentoring Team (3 days)
  • Write Field Reports and participate in a Data Sharing and Analysis Workshop to discuss findings from the field visit, planned in September 2013
Throughout this process, the Field Researchers will have to travel to different, and sometimes remote locations, including the provincial capital (SNIP), different districts within the province (Madrasah) and a central workshop location (Jakarta).

Outputs

The main outputs for this assignment are:
  • One Field Report per Madrasah visit (total of 6 reports per team of researchers), and
  • One Field Report per SNIP visit (total of one report per team of researchers).
These report will be submitted to the Research Coordinator. Each report will include all the data collected through the use of the data collection instruments.

Contract Duration and Time Period

Planned input is up to 50 days per researcher, between 20 June and 30 October 2013. Subsequent inputs to support the second round (midline in 2014) and the final round (endline in 2015) of the evaluation are envisaged in due course.

Qualifications and Experience

Successful candidates for the position will have the following qualifications and experience:
  • Bachelor or Master’s in education, anthropology, sociology or related social science fields
  • Sound understanding of Indonesian education system, particularly madrasah management
  • Has experience in conducting qualitative research in education or social sciences
  • Has strong interview, analytical and writing skills
  • Resides in one of the five provinces shown in identity card
  • Speaks the respective local language and understand its culture
  • Good English skills
  • Be available during the data collection process which is estimated to occur in July & August
  • Has strong interpersonal and cultural skills
  • Be willing to stay in rural areas during fieldwork

Interview and Notification of Outcomes

Shortlisted candidates will be interviewed during the period of June 10 through June 18 in their own provincial capital. The venue of interview will be advised accordingly.

Successful candidates will be notified short after the interview period.
