We need a:
Consultant for Research entitled “The Effectiveness of Different Model of Strengthening and Support to CSOs towards Community Resilience and BPBD’s Capacity Performance in Disaster Risk Management: A Case Study of DRR Projects in Indonesia.”
More than 1,000 disasters strike Indonesia every year for the last 5 years with different types of hazards such as landslide, floods, flash-floods, earthquake, volcano eruption, tropical cyclone, tidal waves, king tide, fire, forest fire, social conflict, drought, etc. creating significant economic loss with some casualties. Therefore, efforts to mitigate the risk and improve preparedness before disaster, improve capacity to absorb the shock during disaster, and improve capacity for building back better after disaster through Disaster Risk Management (DRM) is imperative for Indonesia involving the whole components of the nation: the government, civil society, community, and the private sectors.
Supports to mitigate the risk and improve preparedness have been given by various donors in Indonesia through Civil Society Organizations (CSOs). From our perspective, it is important to identifywhether the support mechanism provided by the donors are effectively building CSOs’ capacity to make them effective in influencing and building the capacity of BPBDs and in building the community’s self-resilience in DRM.
Aims
- To identify and document the different ‘models’ adopted by international agencies in supporting CSOs to build the community resilience and to build the capacity and influence of the BPBDs
- To assess the effectiveness of the different ‘models’ adopted by international agencies to build community resilience and to build the capacity of BPBDs
- To assess the effectiveness of the supported CSOs in strengthening and influencing the BPBDs capacity in DRM
- To assess the effectiveness of the supported CSOs in building the community resilience in DRM
The Consultant
Qualification:
Qualification:
- Research company/institutions, NGOs, University, Research institution, and Group of individual researchers;
- Experienced in conducting similar research which is proven by stating at least three research titles in the cover letter;
- Having enough capacity to implement this research which is proven in the CVs of the researchers.
Task and responsibility
- The consultant will facilitate the initial workshop with OXFAM to develop/clarify research objective, develop a research methodology and select the research locations
- Collect information/data from the field through the agreed methodology
- Data analysis
- Report Writing
- Presenting finding in a mini workshop to gain inputs and comments from OXFAM.
Ethical Consideration The consultant and all parties who will be involved in this research should consider the well being and human rights of the research participant as non-negotiable matters. All information, pictures, or any images of person produce in this research should gain informed consent.
The researcher will sign the OXFAM Code of Conduct for Non-Staff as part of the agreement and require adhering with OXFAM’s guidelines on ethical research.
