Consultancy Opportunity: Consultant for PAC Cost Analysis

Period of Consultancy: August – October 2020

Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation and work focusing on reducing the mortality and morbidity of women and girls in Indonesia due to lack of access to reproductive health services. Yayasan IPAS Indonesia supports the Government of Indonesia’s effort to reduce maternal mortality and improve reproductive health wellbeing of women and girls. Currently, through PEKERTi Project, IPAS Indonesia is supporting comprehensive post-abortion care (PAC) in some appointed sites. Main supports given include capacity building and supplies for equipment and medicine needed for providing the service using the recommended method. Aiming to determine real cost of the service, as well as the suitable service charge, Yayasan Ipas is intending to conduct a cost analysis of PAC using Manual Vacuum aspiration MVA.

Yayasan IPAS Indonesia is currently seeking a team of Consultant to conduct a cost analysis of PAC (Post abortion Care) by using (MVA).

Scope of Work
The Consultants will work under supervision of the R&E Advisor.

The scope of the consultancy work covers:
  • Conduct a literature review of relevant literatures, including the national e-catalogue
  • Obtain ethical clearance and/ or research permit as needed
  • Develop study tools as needed
  • Conduct a PAC cost analysis study to determine the following (but not limited to):
    • Total cost, including fixed and variable cost of the service
    • Suitable range of service charge by type of health facilities (primary/ secondary; public/ private)
    • Suitable range of cost to be covered by BPJS
  • Conduct interview with relevant respondents as part of the study
Deliverables
  • PAC cost analysis report, including proposed recommendation for Ipas, and relevant institution
  • Technical/policy brief (max 2-page) for advocacy materials targeting relevant institution (e.g. Ministry of Health, BPJS, health facilities)
Qualifications
  • Individual or team consultant, consist of maximum 2 persons
  • Master’s degree in health economic, or related field with 5 – 10 years’ working experience (main consultant)
  • At least 5 years’ research experience (main consultant), which must include at least one health cost analysis.
  • At least 2 years’ research experience (second consultant), with strong qualitative research skill
  • Experience in collaborating or working with health facilities, and district health office
  • Well-organized, with ability to track multiple projects and deadlines
  • Strong verbal communication skills in Bahasa Indonesia
