Position: Information, Communication, and Technology (ICT) Program Officer for Election
The National Democratic Institute is recruiting for an ICT - Program Officer to integrate appropriate and sustainable technologies related to data collection into the National Democratic Institute’s (NDI) Election program. The ICT will work with and assist the NDI Election program team to best utilize technology to meet program goals in all phases, from program design through implementation and evaluation. The position requires demonstrated technology skills and expertise, as well as a basic knowledge of the election process in Indonesia. The position is based in Jakarta, but travel might be required to the four target provinces of : North Sumatra, Central Java, Maluku, and Papua. This position is available for the term of the grant or approximately 2 years.
Primary Qualifications:

Primary Qualifications:
- Ability to operates SMS aggregation systems to rapidly compile data from a distributed network and to send coded text messages for processing to a central database
- Proficiency in designing and operating data analysis application and online platforms that would receive SMS and smart phone transmitted data
- Knowledge of website development, programming language (php, java script, .net), content management system for website.
- Ability to design and administer an interactive map is desired
- Manage internal software development projects in support of NDI’s Election program
- Proficiency in operating network administration, telecommunication facilities, utilizing network devices such as IP telephony and multifunction machineries
- Ability to serve as a resource on political technology, provide guidance to NDI Election team on integrating appropriate and sustainable technologies into election program
- Contribute to the the planning, design, and implementation of NDI’s ICT projects in the four target provinces in collaboration with local partners in each province
- Proficient in using and administrating the internet and social media such as Facebook, Twitter, Youtube, in order to amplify messages to reach a broader audience
- Ability to lead trainings for NDI’s partners, to conduct assessments and consultations on political applications of technology
- Ability to serve as troubleshooter for technical problems
- Identify, research and reports on promising, innovative technologies that support NDI’s Election program works, such as: mapping and data visualization, information analysis using Open Data tools, creative uses of mobile and a variety of other technologies and concepts adapted for difficult political and/or low infrastructure environments.
Required Experience:
- Bachelors Degree in Computer Science or Information Technology or related subject
- Microsoft Certified Information Technology Professional (MCITP) required
- Minimum four (4) years experience working on technology
- Experience working or consulting on large technology projects highly desired
- Experience developing web technologies highly desired
- Experience with mobile technology and/or mapping technology preferred
- Ability to work with civil society organizations and computer vendors and to work in a politically charged environment
- Advanced problem solving skills; must be able to analyze political work, think innovatively and introduce new concepts
- Ability to provide technical and political advice on IT usage to partners
- Excellent communication skills, verbal, written (especially for non-technical audiences), and via online mediums (such as IM, Skype)
- Smooth multi-tasking among four or more responsibilities
- Fluency in written and spoken English
