operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.
CARE Indonesia in Head Quarter Office-Jakarta is currently recruiting the following position for its project:
JOB TITLE : PROGRAM DESIGN MONITORING & EVALUATION SPECIALIST (TEMPORARY)

JOB SUMMARY
The Program Design Monitoring & Evaluation Specialist provides support to project teams in the design and execution of monitoring and evaluation systems and processes. He/she provides related training for field teams and assists in data gathering analysis formulation and implementation of follow-on recommendations to influence project activities towards improving quality, as well as influencing future program development. S/He will also provide inputs in the design and development of new project. The PDME Specialist will assist in developing the CII M & E system consistent with the program design.
RESPONSIBILITIES AND TASKS
- Participate, and coordinate in design and development of monitoring and evaluation activities (baselines, mid-term reviews, report preparation, etc.), indicators, forms, tools, and testing of data collection instruments (i.e. questionnaires, codebooks, beneficiary targeting methods and forms and other tools).
- Provide technical assistance to project staff in how to use and maximize use of M&E systems within projects. And work with them to organize, summarize and utilize data and data findings (including visualization and reporting of project findings).
- Set up and coordinate data entry protocols and verify data sets.
- Propose new ways of analyzing and presenting data.
- Assist and/or lead in the dissemination of information and project data. Work with the Database.
- Administrator to facilitate easy access to data for project staff and other CARE staff.
- Develop and plan implementation of an ongoing training series to build the capacity of project staffs to better monitor and evaluate their projects, and to make better use of project information.
- Conduct or participate in special studies upon request.
- Ensure that M&E team members are sufficiently skilled to be able to monitor and evaluate the impact of technical programs/projects.
- Provide advice on the use of M&E related software and hardware throughout CII.
- Support the preparation of proposals and other program development activities by providing quantitative data from projects as required.
- Support (contract) management activities related to Monitoring and Evaluation as requested and work together with other CARE divisions as required.
QUALIFICATIONS
- Relevant university degree in social sciences.
- At least 3-5 years experience in the development, design, and implementation of monitoring and evaluation systems in Indonesia.
- Previous experience in assessment and evaluation of development actions.
- Experience in training and mentoring.
- Ability to work independently in challenging working environment.
- Excellent communication & report writing skills, English desired.
