INTRODUCTION AND BACKGROUND
Mazars Starling Resources (MSR): MSR is a Bali-based consulting firm
that designs solutions to economic, social and environmental concerns
with regard to the management of natural resources. MSR’s clients
include donors, multi-lateral agencies, and private companies.
The Bird’s Head Seascape (BHS): The BHS in West Papua is one of the
most bio diverse marine environments in the world, with more than 1600
species of coral reef fishes, 600 reef-building corals and countless
critical habitats for threatened species. The BHS reefs and mangrove
forests provide critical food, livelihoods and protection for more than
761,000 people. These vital resources are now threatened.
BHS Marine Protected Areas: Since 2005, a collaboration between local
governments, the Walton Family Foundation, Conservation International
(CI), The Nature Conservancy (TNC) and others has successfully
established more than 3.5 million ha of Marine Protected Areas (MPAs)
across the in Raja Ampat, Fak Fak, and Cenderawasih Bay National Park.
MSR’s Parallel Initiative: Working on behalf of the Walton
Foundation, MSR’s Parallel Initiative aims to ensure that the MPA
network in Raja Ampat is sustainably financed and managed. MSR plans to
give direct support and capacity building to the Raja Ampat MPA
management body to ensure it has the appropriate structure, powers and
mandate needed to effectively achieve its mission.
MPA Management Operations Advisor: MSR is hiring an Operations
Advisor to support the MPA management body through full time
administrative and operational support to the MPA management team. The
Operations Advisor will be placed in the MPA management office and will
lead and support the process of developing business, operational, work,
and capacity building plans in collaboration with the MPA management
body, senior NGO field staff, and other relevant government stakeholders
and will support day to operations regarding communication, workplace
protocol, work planning, budgeting and execution, management, and other
tasks.
The Operations Advisor is a full-time position based in Waisai Raja
Ampat (West Papua, Indonesia) for the period of one year with the
possibility of renewal. The position will report to directly to Mazars
Starling Resources in Bali.
DUTIES & RESPONSIBILITIES
The operations Advisor will act as a seconded staff member from
Mazars Starling Resources to the local MPA management body and will be
placed within the local management body as a full time advisor
supporting day to day operations and contributing key leadership to
critical tasks such as budget development, business plan development,
and others. Duties will encompass all aspects of organizational
management and are expected to include, but not be limited to, the
following:
- Oversight and development of institutional management protocol and processes
- In collaboration with other stakeholders, the Operations Advisor will guide the development of critical organization documents expected to include:
- five year and one year business plans
- staffing plans
- work plans
- budgets
- other relevant financial and administrative procedures necessary to enhance the institutional performance of the Raja Ampat MPA management body.
- Daily Operational Support
- Provide leadership and support on all aspects of day-to-day institutional management including, but not limited to, financial reporting, office management and communications, personnel management and conflict resolution.
- Capacity development of local government personnel
- Supports the development of training modules and materials for institutional management capacity workshops on business planning, financial management, computer applications and office management.
- Participates in and supports the implementation of institutional management workshops for local government officials.
- Assists with monitoring and evaluation of training workshops.
- Field coordination
- Liaises with local government offices, BHS partner organizations, community-based organizations, and MSR office in Bali to ensure the effective institutional management of the Raja Ampat MPA network.
- Provides written and verbal progress reports to MSR office in Bali on a weekly basis.
- Some travel to other sites, including Sorong, Manokwari, and Bali may be required.
QUALIFICATIONS AND EXPERIENCE
- Degree in Management, and/or equivalent training and experience in administrative, financial, and organizational management.
- Experience developing budgets, work plans, standard operating procedures and other key management documents.
- Experience advising and managing a team of colleagues.
- Experience with mentoring and advising coworkers and providing professional development advice and opportunities for others.
- Minimum six years of work experience in administrative management, financial budgeting, and/or office operations.
- Relevant experience working with international organizations in West Papua; sensitivity to and understanding of West Papuan culture and politics. • Knowledge of relevant Indonesian laws and regulations pertaining to local government financial management is desired.
COMPETENCIES REQUIRED
- Proven leadership, administrative management, problem-solving, diplomacy and teamwork skills.
- Excellent budgeting, staff management, project management, and work planning
- Excellent communication skills in Bahasa Indonesia; proficiency in English.
- Ability to work independently with minimal supervision.
