AIPJ Technical Coordinator – Court Reform

Background

The Australia Indonesia Partnership for Justice (‘AIPJ’) is a five year program (through to December 2015) funded by Australian AID. 

The strategy of AIPJ is to focus on realising the rights of Indonesians, in particular poor women and people with disabilities.  The program approaches realising rights by working in partnership with key government institutions (the supply side) as well as civil society and local communities (the demand side), and the intersection between the two. 

Building on the successes of previous Australian law and justice programs, AIPJ focuses on the following rights:
  • Legal identity (birth, marriage and divorce certificates) as one precondition to realising basic economic and social rights, such as education and health care.
  • The right to fair proceedings which are:
    • independent and impartial
    • fast, consistent, affordable, and accessible.
  • The right to (legal) information.
In working to realise these rights, AIPJ focuses on both national and sub-national levels, where central decision-making is taken, and where lessons from the field can inform this decision making.  Support is targeted at areas that Indonesia has identified as being of critical importance to the sector, and for which assistance is likely to bring about sustainable and meaningful impacts, namely:
  • Judicial dispute resolution mechanisms
  • Prosecutions Office
  • Anti-corruption
  • Legal aid.
AIPJ will also work with oversight commissions, recognising their role in strengthening accountability of the custodians of justice systems, and through that accountability, driving strengthened performance.

In regard to its work with the Courts, AIPJ adopts both a universalist and a specialist approach.  The universalist approach aims to make the system fast, consistent and accessible to all justice seekers, and therefore ultimately to have a positive impact on the poor and vulnerable.  The specialist approach identifies particular elements within law and justice systems that bring the most direct benefit to the poor and vulnerable – this approach involves working on the development of such systems and trialling their implementation in order to demonstrate their direct impact on the poor.

AIPJ will work to develop the capacity of civil society and disability organisations to support law and justice sector reform.  This entails both organizational capacity strengthening, as well as technical support in areas related to realising rights, the priority areas identified above and areas that emerge as the partners’ core mandate.   It is envisioned that the network of organizations supported through this component would become a “brain trust” for critical thinking and learning about Indonesia’s efforts to reform the justice sector, as well as for research, inquiry and learning that will support the development and testing of innovative new approaches to implementing reform going forward. 

AIPJ’s approach to realising rights will be supported through partnerships and promoting policy dialogue between Indonesian and Australian law and justice institutions. This is in recognition of the growing Australian whole-of-government interest in building partnerships with counterparts in Indonesia, and the fact that some of the most successful activities under previous Australian assistance to the sector involved peer-to-peer linkages.

AIPJ is looking to employ an Indonesian national for the position of Technical Coordinator – Court Reform.  This is a full-time position based in Jakarta with national travel.

Key Responsibilities
Job Key ResponsibilitiesThe Technical Coordinator will support the Senior Manager of the Court Reform component to effectively implement that component’s program of work, especially with the Courts (including Court initiatives in the provinces) and the Judicial Commission, so as to achieve quality outputs and end-of-program outcomes.

In performing his / her duties and responsibilities, the Technical Coordinator will report to the Senior Manager and work closely with other AIPJ team members and relevant partners, stakeholders and contracted service providers.

Specifically, the Technical Coordinator will support the Manager of the component to:
  • manage the design of activities, including the identification of activities, the preparation of activity statements, end-of-program outcomes and activity budgets, and ensure that cross-cutting issues are incorporated where appropriate; 
  • manage all aspects of implementing activities, including the preparation of terms of reference for consultants and their recruitment and supervision, reporting on activity implementation and financial expenditure, and the preparation of necessary arrangements for partnership activities involving Australian Courts;
  • provide inputs in support of the AIPJ monitoring & learning framework;
  • provide inputs into AIPJ reporting;
  • provide inputs into program planning, including the development of annual plans;
  • contribute to enhancing tools, approaches and methods across the program and identify opportunities to coordinate resources and share lessons learned; and
  • maintain and foster strong relationships and partnerships with stakeholders, especially those involved in program implementation.
The Technical Coordinator will perform other duties and responsibilities, as requested, relevant to supporting the Senior Manager to effectively implement the component’s program of work.

  • At a minimum, degree in relevant field – degree in law would be an advantage.
  • At least 5 years experience working in law and justice reform in Indonesia, with demonstrated career progression.
  • Experience working with the Supreme Court / Indonesian Courts and / or NGOs / CSOs that work on law and justice issues.
  • Familiarity and networks with law and justice sector stakeholders in Indonesia.
  • Excellent interpersonal and team building skills, with demonstrated ability to work collaboratively.
  • Good organisational, planning and time management skills. Excellent analytical, research, writing, facilitation and presentation skills.
  • Fluency (speaking and writing) in Indonesian, high-level English language skills (speaking and writing).
Duration To May 2014, with possibility of extension

Location Jakarta with national travel
