National Field Facilitator (Community Development)
BASIC & SECONDARY EDUCATION DEVELOPMENT PROJECT

Consultancy Type: Short-term National consultant
Proposed Starting Date: as soon as possible

Project Background
British Council is currently managing Basic & Secondary Education Development Project of 3 years located in Kabupaten Bintuni, West Papua. The project is aimed to increase the quality of education delivered in the region through capacity building involving policy makers, headteachers, teachers, supervisors as well as community leaders.

The project has been running since September 2010 and will continue to Aug 2013. Part of the project is to work with community leaders and parents to assure the increase of awareness of the importance of education. The existing team currently requires a consultant to continue and strengthen the activities delivery as National Field Facilitator specifically responsible to maintain good relationships with local government, yayasans, NGOs, parents, and communities.

Job Description

The Consultant will be reporting to Project Manager and required to:
  • Conduct focus group discussions (FGD) with village education stakeholders;
  • Facilitating village leaders in monitoring children and influencing parents to be aware of the importance of education for their children;
  • Conductsocialisation meetings with parents and communities in the villages to obtain their consensus and commitment on education;
  • Communicate the results of the above work to Dinas Dikpora;
  • Conducting Stakeholders Review Meetings, including arranging for national speakers and facilitators to be invited to the meetings;
  • Strengthen school committees through regular meetings and discussions;
  • Continue education awareness campaigns;
  • Conduct regular meetings with the local government (Bupati, Wakil Bupati, Dinas Dikpora, Bappeda);
  • Conduct regular meetings with Yayasans (YPPK, YPK, Muhammadiyah);
  • Conduct regular meetings with Head Teachers and School Committees in DAVs.
Qualifications
The consultant should:
  • Have considerable experience and knowledge of community development in education field. Previous work experience in Papua context would be an advantage.
  • Be fluent in English and Bahasa Indonesia both written and spoken;
  • Be willing to travel to remote areas in West Papua.
  • Be in good health conditions, preferably declared by medical doctor or proven by the latest medical check records.
Work conditions
  • Consultant will be based in Kabupaten Bintuni, West Papua, with set opportunities to take agreed leave.
  • Shared housing will be provided altogether with other project consultants.
  • Frequent travel to remote areas within the project areas.
  • British Council adheres to EU and US travel advice. Therefore, limited airlines are permitted for travel to the project site. The Consultant is expected to travel long hours with various means to reach project sites.
Output
  • Community work and other agreed activities to be delivered as scheduled.
  • Report on activities carried out all written in English to be delivered in timely manner.
