The position we are looking for:
Senior Manager Program Implementation (code: Sr. MPI – Jkt) – 1 post, based in Jakarta
As a member of the Senior Management team, the Senior Manager Program Implementation plays a lead role in delivering timely, successful, high-quality, on-budget programs for the Indonesia country office. S/he is responsible for the implementation.
Job Responsibilities:
As a member of the Senior Management Team (SMT), responsible to:
1. Lead and cooperate the Indonesia country office with other SMT member.
2. Development an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children.
3. Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including CO financial management, communications, advocacy, and human resources.
4. Help to establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
5. Work closely with the regional office and Save the Children members to ensure that required support is provided promptly, at scale, and in line with rules and principles.
Oversight and Management of Program Implementation:
1. Responsible for overall coordination of program implementation and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy.
2. Ensure that all programs progress in accordance with grant agreements, meet Save the Children standards, are completed on time and on budget, and are modified in a timely manner.
3. Ensure programs are implemented in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity.
4. Ensure that field-managed partnerships are formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children.
5. Ensure that field teams engage in mutual assessment, feedback and learning with partners and assist partners to engage in organizational strengthening, knowledge building, and advocacy.
6. Ensure preparation of timely and high quality progress reports.
7. Serve as overall budget holder for most development programming; manage and support budget holders for individual projects and grants
8. In close coordination with the Programs Director and the Director of Finance, participate in program proposal processes including working with senior technical experts to conceptualize and design cost effective, innovative and high quality programs to serve difficult to reach children.
9. Work together with the Logistics Manager, oversee sub-office operations.
Grant/Award Management responsibility:
1. Ensure coordination of award management processes across the programs, finance, and support services units.
2. Ensure each grant has an up-to-date and comprehensive work plan, and appropriate program monitoring and financial management systems.
3. Coordinate through the Programs Director and technical advisors/managers the provision of necessary technical assistance to ensure high-quality programming for each grant.
4. Collaborate with the Awards Manager to coordinate the release and management of donor fund summaries from the members to ensure accurate and systematic accounting of grant transactions.
5. Together with budget holders, lead financial oversight and management processes for individual grants.
6. Analyze potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations.
7. Oversee and monitor sub grantees/ grants as required per SC policies and procedures.
8. Develop sub-grantees through training and capacity building.
Emergency Response Management responsibility:
1. Work with the Humanitarian Manager to strengthen the Indonesia CO organizational readiness to respond to emergencies in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
2. Support the Humanitarian Manager to mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with incoming surge teams.
3. Ensure that all Programs staff across departments and sub offices are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for emergency response.
Staff Management, Mentorship, and Development – Program Implementation
1. Ensure appropriate staffing within Program Implementation (PI), including field office staff.
2. Manage the PI team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
3. Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
4. Develop the capacity of the PI staff as necessary in planning, implementation, and financial management.
5. Ensure appropriate levels of participation of PI staff on the Emergency Response Team and that all staff understand their basic roles in case of an emergency.
6. Manage the performance of all staff in the PI work area through:
- Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.
Requirements:
Education: Bachelors University Degree in relevant discipline, Masters degree is preferable.
Skill and Experiences:
· Recommended a minimum of 8 (eight) years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience with at least 3 (three) years work in the program areas and a working knowledge of the program priorities of the Country Office.
· Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors.
· Solid project management skills related to international development projects and international, cross-functional teams with a proven history of delivering results.
· Ability to analyze information, evaluate options and to think and plan strategically.
· An in-depth understanding of national and international development issues in particular in relation to children.
· Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
· Excellent interpersonal, communication and presentation skills.
· Experience working within a complex and matrix organization structure preferred.
· Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
· Holds self accountable for making decisions, managing resources efficiently, achieving and role modeling Save the Children values.
