VACANCY – ORGANIZATIONAL CAPACITY-BUILDING OFFICER
The Agency for Technical Cooperation and Development (ACTED) is a French non-profit organization working in over 30 countries worldwide to provide emergency response, early recovery, and development assistance to communities in need. ACTED’s interventions seek to cover multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local, and adapted to each context.
ACTED’s
vision is to establish emergency, rehabilitation, and development. ACTED
aims to guarantee the sustainability of relief interventions carried
out during crises by remaining in the field after the emergency to
engage in long-term support to communities in food security, health,
education, economic assistance, microfinance, advocacy, and cultural
promotion. ACTED’s actions are needs based and identified in a
participatory manner with communities in the areas where we are present.
ACTED has been active in Indonesia since April 2005, assisting those
affected by the tsunami and Nias earthquake and is now working to
support livelihoods, community-based disaster risk reduction, and child
protection in North Sumatra, Nusa Tenggara Timur (NTT), and elsewhere.
Currently ACTED open vacancy for qualified and experienced staff to be part of our project “Youth, Journalist, and Civil Society Capacity-Building Project (YJCS-CBP) in Medan, North Sumatera.” ACTED in partnership with Indonesian NGO, Kajian Informasi, Pendidikan dan Penerbitan Sumatera (KIPPAS) will implement a project to strengthen the capacity of youth, journalists, and civil society organizations to effectively exercise democratic rights and ensure genuine democratic elections in Medan, North Sumatera. The project intervention will work to achieve project’s goal 1) Improving youth, especially students understanding of their democratic rights and how to exercise them, and they engage in political dialogue, 2) Increasing journalists’ knowledge of election regulations, demonstrate commitment to ethics, and practice civic journalism, 3) Increasing the organizational and election monitoring capacity of CSOs. ACTED is recruiting a Organizational Capacity-Building Officer to be based in Medan, North Sumatera to responsible for proper implementation of organizational capacity-building project component of ACTED’s Youth, Journalist, and Civil Society Capacity-Building project in Medan. The objectives of this component is to increase the organizational and election monitoring capacity of civil society organizations, including the project partner KIPPAS. Organizational Capacity-Building Officer
RESPONSIBILITIES AND TASKS:
1. Project technical implementation
- Contribute to the development of the Project Management Framework (PMF), work plans, and strategies to implement activities as outlined in the project proposal, including establishment and implementing the training and events;
- Providing overall leadership for the output of Organizational capacity Building activities;
- Design training tools and Terms of Reference for external resource persons contributing to Design and produce modules of ToT for CSO representatives;
- Conduct institutional capacity assessment to existed Civil Society Organization and /or networks working in democracy and human rights promotion in and/or nearby districts of North Sumatra using ACTED’s Grassroots Organizational Capacity Assessment (GOCA) tools;
- In coordination with senior ACTED staff and/or internal resource person developing and facilitating Organizational Development training in need-based topic using GOCA training manual;
- Conducting continuous mentoring of CSOs in finance, management, PCM, and external relation by international partner;
- In Coordination Election commission and monitoring agency to develop Election observation/monitoring Training of Trainers for 100 CSO representatives; workshop to link them to media;
- In coordination with partner KIPPAS developing workshop to strengthened the relationship between CSOs and media related to election and observation;
- Utilize the PMF or other tracking tools to provide regular (monthly at minimum) reports on progress towards and tracking of projects business outreach outputs and indicators;
- Develop strategies and solutions to problems and difficulties that arise during project implementation, in collaboration with the Project Manager;
- Work with the Assessment, Monitoring, and Evaluation Unit (AMEU) Officer to ensure timely monitoring and evaluation of capacity-building activities according to contractual and other indicators; make adjustments to implementation strategies when necessary based on feedback from AMEU;
- Participate in weekly project area meetings, monthly coordination meetings with partners, and other meetings as necessary;
- Submit monthly reports to the Project Manager on project implementation related to Result 3 and related activities;
- Ensure that project activities are implemented in a gender-sensitive and participative manner;
- Work with HR, Administration and Logistics Officer to ensure that training, events and other activities are implemented smoothly with the necessary materials and procurement;
- Document success stories, lessons learned, and best practices during project implementation; contribute to project communications and visibility activities including newsletter articles, Flash News and inputs to quarterly and other donor reporting.
2. Finance and Budgeting
- In collaboration with ACTED Finance Department with the approval of the Project Manager, manage the budget for activities;
- Provide weekly and monthly forecasts on budgetary and cash needs for Organizational capacity building activities, trainings and events, needs to Finance and Logistics staff;
- Ensure that Organizational capacity building activities budget is spent according to forecasts in line with the budget;
- Ensure Organizational capacity building budget and activities are implemented in compliance with ACTED and donor financial regulations and standards;
3. External relations
- Liaise and develop Coordination with technical consultants, relevant local government agencies (e.g. Election Comission (KPU), Election Monitoring Comission (Panwaslu), etc), to ensure that appropriate technical support is provided for project implementation;
- Facilitate participation of 5 CSOs in Medan or nearby district medan (include KIPPAS) in the project;
- Coordinate closely with project partner KIPPAS staff to ensure coherence and coordination of activities under other Results;
- Represent ACTED in technical meetings held by external institutions which relate to CSO Capacity Building;
- Facilitate sharing of information, lessons learned, and experiences with government authorities and other local and international NGOs working in the area;
Qualification:
- Education: Minimum Bachelor degree in social science, law, or related field
- Minimum two years experience in similar position or related professional experience at a similar capacity.
- Good computer skills, especially proficient in using Microsoft office such as Excel, Word, and Power point are mandatory.
- Have experiences in the areas of training curriculum development, training and mentoring implementation, positive Deviance and other behavior change methodologies. Strong in community/institutional mapping and situational analytical skill
- Knowledge and experience in community development and NGO sector. Organizational capacity building, working with district government to provide organizational and program management capacity development in particular to CSOs/CBOs/NGOs knowledge and experience preferred.
- Excellent communication skills for advocacy, training, and facilitation.
- Transparency and accountability to strengthen the role of civil society
- Good understanding of- and strong affinity with civil society, in particular with non-governmental organizations
- Excellent report writing skills
- Ability to provide leadership as well as work as a member of a teamwork;
- Fluent spoken and written Indonesian and English competencies is preferable.
