ECONOMIC GROWTH SUPPORT ACTIVITY (EGSA) PROJECT

PURPOSE
The Monitoring and Evaluation (M&E) Consultant, under the overall guidance of the COP, while closely working with technical experts, will ensure quality and collection of data during EGSA’s implementation. S/he will be responsible for data collection, data quality assurance, data verification, data management, and results reporting. The consultant will also write success stories, as well as coordinate with partners to capture activity results.

BACKGROUND
USAID/Indonesia believes that broad-based economic growth across all sectors is essential to sustainable and inclusive long-term development. It creates opportunities to reduce poverty, expand access to basic services, and enables countries to chart their own prosperous futures. Economic Growth programming is central to USAID’s Private Sector Engagement (PSE) a strategic approach that consults, strategizes, aligns, collaborates, and implements with the private sector for greater scale, sustainability, and effectiveness of development or humanitarian outcomes.

Devtech Sys Inc is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA aims to; (i) enables evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential USAID/Indonesia assistance under USAID/Indonesia’s next Country Development Cooperation Strategy (CDCS); (ii) increase and improve GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improve the business enabling environment in Indonesia.

REQUIREMENTS
  • Advance and up-to-date knowledge and understanding of the monitoring and evaluation (M&E) tools and techniques
  • Prior experience in field monitoring on donor-funded projects in Indonesia and other countries with similar context.
  • Working knowledge of USAID M&E systems including multi-tiered monitoring
SERVICES PROVIDED:
  • Collect and submit accurate and high-quality data to support reporting and measurement of achievements against targets as specified in the approved Activity Monitoring, Evaluation, and Learning (AMEL) plan.
  • Assemble all the data collection tools and complete all applicable tools during activity implementation.
  • Establish baselines for indicators and results in the AMEL plan.
  • Ensure application of effective monitoring, tracking and reporting systems, tools, and templates that enable and enhance regular monitoring of outputs and program quality.
  • Harmonize and standardize data collection, analysis, and reporting tools in line with EGSA’s Activity Monitoring and Evaluation (AMEL) plan.
  • Identify opportunities to evaluate the impact of EGSA activities, design and implement impact evaluation approaches, and assist with the reporting and communication of findings.
  • Provide technical guidance and direction in terms of reporting requirements to the EGSA team members.
  • Provide field support and coordinate with USAID’s Third-Party Monitors during Data Quality Assessments, Evaluations as well as MV&R processes.
  • Support EGSA reporting, including collecting and analyzing necessary data, collaborating with team leads on quarterly and other reports, and drafting selected sections of EGSA reports including the Annual Progress Report
  • Develop an annual AMEL plan for each objective and contribute to the development of annual work planning to ensure that AMEL plan implementation is on track.
  • Develop effective, comprehensive, user-friendly toolkits, M&E systems, and reporting according to USAID standards.
  • Develop indicators along with performance indicators reference sheets (PIRS) to measure performance in accordance with program interventions.
  • Draft selected sections of EGSA reports, including quarterly and annual progress reports.
DELIVERABLES
  • Develop, update and deliver EGSA’s AMEL Implementation Report throughout the Activity’s implementation
  • Draft quarterly and annual AMEL progress reports for EGSA which will be included in the Activity’s quarterly and annual reports
QUALIFICATIONS
University degree (Masters or equivalent is preferred) in economics, development studies, or related discipline.

At least 7 years of relevant professional experience in Monitoring and Evaluation.
  • Working knowledge of the USAID M&E systems and approaches.
  • Experience in other USAID funded projects in Indonesia preferred.
LEVEL OF EFFORT:
The estimated duration of this activity for the consultant is up to 60 days between June – September 2020

REPORTING
The Consultant will report to the Chief of Party and collaborate with EG, PFM, and BEE experts. The Chief of Party has the authority to accept or reject any reports or related materials deemed to comply (or not comply) with the requirements of the EGSA.
