Health and Behaviour Change Communication Specialist 1 (One) position based in Jakarta

ROLE PURPOSE:
HBCC- Hygiene and Behavior Change Coalition- is a coalition for interactive messaging and behavior change communication to prepare and equip children and families to adopt and sustain behaviors that will reduce their health risk, specifically handwashing with soap. HBCC aims to prevent the spread of COVID-19 among children, caregivers, their families, and the wider communities and to build resilience from future outbreaks in West Java and in Jakarta. SC Indonesia will uphold critical implementation strategies to ensure high participation, increase community empowerment, and building on local capacity to secure ownership to response activities.

The project will also support the transition back to school and the messaging around health. Although Indonesia’s COVID-19 caseload is currently quite low and recently the Government has increased its testing capacity dramatically, we are assuming that cases will sharply increase before containment measures start taking effect. In responding to the COVID-19 crisis, SC Indonesia is closely engaged with the National Taskforce for COVID-19 which is led by the Indonesia National Disaster Management Agency.

HBCC seeks a Behavior Change Communication Specialist to provide technical assistance, management, and direction for the program implementation.

The Behavior Change/Community Development Specialist will work very closely with Technical Advisors and provide technical assistance and support for program implementation. S/he will use best practices of behavior change communication (BCC) strategy across all program components for key target population groups including parents, religious and traditional leaders, grandmothers and elders, children and youth in targeted communities and schools to have access to equitable access to safe, relevant and high-quality WASH facilities and ensure behavior change. S/he will also be responsible for ensuring gender and inclusivity integration throughout the implementation.

Working with the Project Team, the post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing, and culture of the organization are suitably aligned with the mission, evolving goals and strategic ambitions aligned with the Member Accountability Framework and Minimum Performance Standards for Associate Membership.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS AND EXPERIENCE

Essential
  • Relevant experience in developing behavior change tools and developing a community based and communications strategy
  • Minimum 5 years' field experience in Health programming and Behavior Change Communications
  • Ability to maximize media opportunities including community-based media, and social media (using smartphones)
  • Ability to analyze barriers to behavior change/ design for behavior change
  • Experience working in humanitarian settings
  • Minimum master of public health, WASH, or any equivalent in relevant fields will be considered.
  • Minimum 5 years of working experience with Government and non-Government organizations (preferably INGO) in the area of nutrition and health, specifically around maternal nutrition, infant and young child feeding, and adolescence.
  • Proven skills in project cycle management, community development, and mobilization and working closely with key stakeholders, especially local government.
  • Fluent in English, verbal and written.
  • Ability in problem-solving, show initiative/being pro-active, passions to project, and work independently.
  • Respond to requests, queries in a timely manner
  • Excellent understanding of communication strategies, tools, and actors
  • Attention to detail, particularly with regards to expense transactions and financial reporting.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Excellent interpersonal, communication and presentation skills
  • Excellent contacts with the Indonesian health and nutrition sector
Desirable
  • Experience working in a Cluster approach
  • I have experience working in West Java and Greater Jakarta.
  • Have experiences working in a program that addresses hygiene promotion, stunting, specifically on maternal nutrition, infant and young child feeding or school health
  • Home-based at West Java / DKI Jakarta province, speaking the local language is an added value
