TERMS OF REFERENCE
Website Designer for ACE Programme Microsite
  • Reporting to : ACE & DELSA Programme Coordinator
  • Duration : 20 calendar days/output based
BACKGROUND
The AHA Centre Executive (ACE) Programme is an intensive five-month intensive training to prepare future leaders in disaster management as part of the AHA Centre’s ambition to build a disaster-resilient region. Since it was launched in 2014, 97 officers (35 females and 62 males) from the ten ASEAN Member States have been under intense training of acclaimed trainers in relation to disaster management. Upon graduation, these officers are expected to enhance their technical knowledge, master procedures for coordinated and timely response, manage logistics planning for emergency response, and form lasting bond among fellow disaster management professionals in the region. Considering the ACE Programme’s effectiveness and relevance to support the vision, the AHA Centre continues to invite talented individuals from the ASEAN Member States to join ACE Programme Batch 7, in order to improve ASEAN’s speed, scale and solidarity in responding to crises and emergencies. This year, 25 more National Disaster Management Officers from the ASEAN Member States.

To Promote the programme, the AHA Centre is inviting proposals from reputable and qualified creative agencies with a track record in designing a digital platform to develop templates for the ACE Programme microsite as part of the AHA Centre's website. The microsite is expected to be visually attractive and informative in providing details related to the project.

OBJECTIVE OF THE CONSULTANCY
The expected objective is to design a creative small cluster of web pages about the AHA Centre Executive (ACE) Programme as part of AHA Centre’s website. This microsite is also designed to create a positive profiling on the ACE Programme and serve as a creative platform to allure partners and donors to contribute to the programme.

TASKS AND WORK ARRANGEMENT
The agency will be responsible to design the ACE Programme microsite as part of being user-friendly, visually attractive and informative with the use of infographics and objects to explain the information. The website design should also aim to be light (does not require heavy bandwidth). The website server and web hosting will be managed by the AHA Centre.

Timing and Duration of the Assignment
The duration of the work is 20 calendar days in July – August 2020, and/or ends upon satisfactory completion of the deliverables described in the TOR.

The website is expected to be launched in September 2020.

Briefing Arrangement
A first meeting will be scheduled with the ACE Programme Management Team (PMT) to brief the agency on the project background and information to develop each of the requested deliverables.

Communications and Reporting Relationship
The agency will work closely with the AHA Centre’s ICT Senior Officer and in close consultation and under the supervision of the ACE & DELSA Programme Coordinator of the AHA Centre. The ACE PMT will assist to follow up the design process and answering queries related to the project information.

The ACE & DELSA Programme Coordinator in close consultation with the Executive Director of the AHA Centre will assess the services and outputs of the agency.

EXPECTED DELIVERABLES

The expected deliverables from the vendor are:

  • Three alternatives of microsite home page design with responsive layout;
  • Minimum of two layers page; maximum of four layers;
  • Develop infographics, icon sets, and mini animated video for the microsite;
  • Design materials in Adobe Photoshop and vector format;
  • An interactive microsite as an extension of the general AHA Centre’s website;
  • Input and design the content material as provided by the AHA Centre.
COMPETENCIES

Key professional competencies needed for the assignment are:
  • Excellent skills in contemporary layout and graphic design, typography, visual art;
  • Knowledge of and familiarity with AHA Centre’s website and social media channels;
  • Basic knowledge and understanding of print, as well as audio visual production;
  • Willingness to comply with the AHA Centre’s brand guidelines;
  • Good command of English;
  • Creative.
REQUIRED SKILLS AND EXPERIENCE

The agency should demonstrate and provide proven track record of the following skills and experience:
  • Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation friendly web sites;
  • Have a broad knowledge of design and technology;
  • Understand UI/UX concept design;
  • Have excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking;
  • Demonstrate the ability to create innovative and visually appealing design that is also light and uploads quickly;
  • Graphic designers with necessary editing skills on Adobe Photoshop, InDesign, or Illustrator and prior experience on designing websites with a solid portfolio;
  • Graphical integrator with at least four years of experience with the CMS integration of responsive CSS and graphic design of which at least one year is specific to WordPress CMS;
  • Creatively convey ideas through image and text.
The consultant provided for the assignment must possess personal working instruments i.e. personal laptop/computer and the above-mentioned software.
