District Coordinator (Pekalongan) - Indonesia

KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
  • Supporting Local Governments and Service Units to better address the needs of basic service users;
  • Supporting the poor and vulnerable to benefit from improved village governance; and
  • Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The primary purpose of the District Coordinator position is to coordinate and ensure the project activities are implemented as planned including maintaining good contact and relationships with district partners, garner buy-in from district government, identify the needs, provide inputs and facilitate project implementation at district level.

Key Duties
  • Build and maintain good contacts and relationship with all district partners including district government and legislature, local CSO/organizations, and other DFAT programs as well as program from other donors
  • Facilitate and coordinate technical delivery of activities related to frontline services, village law implementation, community empowerment activities and economic opportunity in integrated manner
  • Provide support for policy dialogues on certain policy and agenda at district level, related with public finance management, civil registration and vital statistics, kecamatan and village strengthening, village information system, social accountability and market linkages
  • Provide recommendations to the KOMPAK provincial and national offices for the effective ways of supporting smart practices and good initiatives within district government
  • Engage in monitoring implementation of project activities
  • Provide quality assurance to the delivery of activities and facilitating engagement between CSO partners, KOMPAK and local government partners as relevant to the activities
  • Develop and maintain effective working relations with the provincial and district partners
  • Work closely and maintain good relationship with the technical staff/teams in provincial and national KOMPAK office, including KOMPAK strategic partners

Key Requirements
  • Minimum an undergraduate degree in relevant field (politics, social studies, public policy, development studies, law or other related fields)
  • Have a minimum 5-year work experience with NGOs or in supporting district government on frontline service improvement and community development programs
  • Having managerial experience to be able to manage a district team, set priorities and monitor progress
  • Ability to communicate effectively and build good relationships with all clients, peers and stakeholders
  • Strong facilitation and presentation skills
  • Ability to work hands-on, independently, and within team in challenging work environment
  • Good writing skill to be able to develop draft of reports and analysis in clear, concise and convincing manner
  • Fluency in English is desirable
  • Understanding of gender equality and social inclusion issues
