UNICEF Indonesia is looking for an international consultant to support the Child Directorate of the Ministry of Social Affairs (MOSA) to develop a supervision framework for social workers engaged in child welfare and protection (SAKTI Peksos). This consultancy will be home-based with travels to Jakarta and selected districts if needed.

BACKGROUND:
Supervision is an important element for social service provision. It is a core feature in the development of social work’s professional identity and practice and provides an important vehicle in which its outcomes are mediated and supported. Good quality supervision has been cited as a potential pivot upon which the integrity and excellence of practice can be maintained.
According to the British Association of Social Workers(BASW), “supervision must enable and support workers to build effective professional relationships, develop good practice, and exercise both professional judgment and discretion in decision-making. For supervision to be effective it needs to combine a performance management approach with a dynamic, empowering, and enabling supervisory relationship. Supervision should improve the quality of practice, support the development of integrated working and ensure continuing professional development. Supervision should contribute to the development of a learning culture by promoting an approach that develops the confidence and competence of managers in their supervision skills. It is therefore at the core of individual and group continuing professional development”, (Skills for Care 2007).
In Indonesia, social workers play an important role on preventative, responsive and promotive programs that support families and children in communities by alleviating poverty, reducing discrimination, facilitating access to needed services, promoting social justice, and preventing and responding to violence, abuse, exploitation, neglect and family separation. The recently adopted Law No. 14/2019 on Social Worker stipulated the requirement for supervised social practice. However, the mechanism is yet to be established. Based on the result from the Assessment of the Social Service Workforce in Indonesia (2018), almost 95% of the respondents mentioned that they have supervisor but only 67% consider the existing supervision system is effective. For those who do not think that existing supervision needs improvement, identified the following challenges:
- Lack of clarity on the role and responsibility of the supervisor;
- Lack of competency to provide professional advice and limited knowledge on the situation in the field;
- Too many supervisees and wide (geographic) coverage;
- Limited time to meet and discussion is irregular; and
- Lack of budget allocation for supervision function
- Clearly defined standard operating procedures should be developed and endorsed which set supervision standards, parameters, and targets for practice hours for students in their learning placements.
- Investments should be made to ensure all members of the workforce have consistent access to quality supervision and support.
- The purpose of this consultancy is to support the Child Directorate of the Ministry of Social Affairs (MOSA) to develop supervision framework for social workers engaged on child welfare and protection (SAKTI Peksos)
- Design and test supervision framework for social work practice on child welfare and protection;
- Develop tools and indicators for monitoring performance
- Develop training materials for supervision and facilitate TOT;
- Developing piloting guidance on supervision practice in several provinces
- Develop guidance for effective mentoring/coaching
- Develop assessment tool and conduct assessments on supervision. Output: An assessment tool for supervision and report on the assessment
- Design and test supervision framework for social work practice on child welfare and protection. Output: Framework for supervision of social workers on child welfare and protection including tools and indicators for monitoring performance
- Developing piloting guidance on supervision. Output: Guidance for piloting supervision
- Develop training materials for supervision. Output: Training materials for supervisors
- Facilitate TOT. Output: TOT Report
- Develop guidance for effective mentoring/coaching. Output: Guidance for mentoring and coaching.
- Master’s degree in Social Work with a focus on Child Protection or related field
- 5 – 7 years’ professional experience on social work supervision including on social service workforce policy development
- Relevant experience on social work research
- Excellent communication and facilitation skills;
- Excellent writing skills in English
- The familiarity of the Indonesian context is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
