The ICRC Regional Delegation in Jakarta seek to fill the following position: Human Resources (HR) Manager (Resident Position, Jakarta-based)

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:

Role Purposes
HR Manager plans, organizes and controls the HR activities of the assigned area of responsibilities, for ensuring that the overall administration, coordination, and evaluation of HR plans, and programs are realized. S/he brings insights on the HR matters, provides professional HR services and advice, ensures needs are translated into HR objectives and ensures HR strategies are aligned to the strategic objectives to enable responses to operational needs and challenges.

Main responsibilities
Main HR functional responsibilities (80%)
  • Is as a member of the respective management team and actively participates in the reflection, analysis and understanding of the working environment, giving upstream insight on HR impacts or requirements of the decisions potentially taken.
  • Provides input developing HR strategies and objectives and/or implementing strategies developed by the respective management team, the HR Department/unit and the institution.
  • Participates actively in the maintenance but also the development of HR processes, policies and tools, feeding upward insight from the field to ensure that the changes proposed are relevant and sustainable for the field.
  • As line manager, oversees and supports the implementation of HR responsibilities through his or her team
  • Develops and monitors the annual HR budget.
  • Acts as a focal point and centralized communication channel for all staff to transmit and explain all HR novelties new processes, policies and tools.
  • Acts as a troubleshooter for matters blocked at his or her team level, liaising with the Regional HR Manager or HR Partner and corresponding stakeholders in HQ and finding sustainable solutions.
  • Coaches and assists his or her team, line managers and management team in good HR Management practices and people management responsibilities (HR Capacity Building)
  • Ensure the same and equal standard of HR services and practices delivered as well for the Dili office.
HR compliance responsibilities (10%)
  • Knows about local rules and regulations, in particular, the local Labor Law and the social security system;
  • Responsible for Staff Regulations and ensures compliance with institutional procedures and local Labor Law;
  • Maintains regular contact with the contracted legal advisor to ensure compliance of the Regional Delegation with local laws in regards to HR Management;
Coordination and technical responsibilities (10%)
  • Coordinates between HR and Finance & Accounting to ensure smooth data transfer between Strategic, HR space (or other tools of Human Resources Information System - HRIS) and IRIS for the salary payments;
  • Controls and signs monthly salaries and related payments;
  • Ensures coherence and fair treatment of the workforce in regards to salaries, grades and performance appraisals as well as in charge for remapping request in the delegation;
  • Monitors HR headcounts are in line with the respective budget and inform Headquarters whenever non-budgeted headcounts needed (AoE request);
  • Develops and maintains formal internal channels of communication with staff, act as a facilitator to smoothly manage the relationship between the staff committee and the management (as of management request);
  • Monitors STM DJA Human Resources Services and ensures that the database is up-to-date.
  • Ensure and provide necessary support to his or her subordinate that all HR documentation and personnel data is completed and well archived.
People Management Responsibilities
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
Other
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contracts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development
Requirements

Background and Experience
  • Minimum of a bachelor’s degree or equivalent in HR, Business Administration or Organization Development.
  • Specialized training in project cycle management an asset and in change management a must.
  • Fluent command of English and a second working language such as French, Spanish, Arabic or Russian an asset.
  • Computer proficiency with excellent skills in a Microsoft Windows environment and in Human Resources Information System.
  • Typically 6-9 year overall professional experience.
  • A minimum of 3-5 years of progressive leadership experience in HR positions such as an HR Manager or another HR executive in a similar large global organization.
  • In-depth knowledge and experience of HR-good-practices, profound knowledge of HR systems and databases.
  • In-depth knowledge in employment law, HR administration, workforce and organizational planning, compensation and benefits, recruitment, selection and staffing, performance management, learning and development, employee relations, staff health and safety and employee engagement.
