BBC Media Action, the BBC’s international Development Organisation, uses the power of media and communication to inform, connect and empower people around the world. BBC Media Action registered a Country Office in Indonesia in late 2018 under the Ministry of Communications and Informatics.At the present BBC Media action in Indonesia is running a project funded by the Norwegian Agency for Development Cooperation (NORAD) to create social impact for young urban audiences in Indonesia related to green growth issues, including energy, water, environment, forest, and agriculture. The project is being run in partnership with many media organizations and Civil Society Organisations (CSOs). At present, BBC Media Action is also working with partners to engage in further projects which are aligned to BBC Media Action’s scope and standard.
BBC Media Action is currently seeking a permanent position of Senior Project Manager
Duty Station: Jakarta, Indonesia
Reports To: Country Director
Start Date: June 2020
Overall purpose:
- Reporting to the Country Director (CD), the Senior Project Manager will be responsible for the overall management and delivery of all projects in Indonesia.
- The postholder will be responsible for ensuring all projects of BBC Media Action in Indonesia deliver on time, on budget, and to high quality. S/he will ensure that the contents respond to audience needs, as identified through formative research and user-testing, and that it fulfills the development objectives of each project design to ensure impact.
- The Senior Project Manager will manage all project management staff, and oversee coordination with the research, finance, and production teams. The postholder will also be responsible for overseeing financial and narrative reporting internally and to donors.
- She or he will play a significant role in developing new business for the Indonesia office, both extensions of existing projects and new projects in governance, health, or resilience, through developing ideas and partnerships, writing proposals, and developing budgets. The role involves building and maintaining relationships with a wide range of stakeholders, including donors, INGO and civil society partners, broadcast and other media partners.
- This position will be a part of the Senior Management Team (SMT) in Indonesia and the position holder may need to deputize for the Country Director as and when required.
- The post is based in Jakarta which will require some travel within Indonesia and international travel.
Strategy and Business Planning
- Contribute to the vision and strategy of the Indonesia Office and support the Country Director in strategic planning and problem-solving. Play a leading role in identifying and developing strategic partnerships in Indonesia and regionally.
- Support the Head of Production in ensuring that broadcast outputs are produced in an integrated and coherent manner, ensuring high editorial and production standards and the most efficient use of resources.
- Ensure that the specific development objectives of the projects, as defined in project design and theory of change and informed by research findings, are fully reflected in the broadcast outputs.
- Lead the development of new business for BBC Media Action in Indonesia through building relationships with donors and other stakeholders, as well as developing and writing proposals.
- Ensure that all BBC Media Action projects in Indonesia are delivered on time, on budget, to the highest standards (including editorial standard; compliance with BBC & BBC Media Action policies & processes; and compliance with financial and legal standard of Indonesia legislation) and according to donor commitments in consultation with the editorial team, the research team, and finance.
- Ensure all project management staff is managed well (i.e. recruitment process; handling staffing issue; performance review; learning & development, etc)
- Ensure that all local employment, contractual, fiscal, and immigration requirements are met across projects, under intensive coordination with HR and Finance & Admin department.
- Ensure project budgets are well managed by each project manager (including developing and forecasting budget; complete timely financial and narrative reporting submission for internal and donor use)
- Ensure project partners are well managed by each project manager, including project partners’ recruitment, professional development, contractual and financial relationships as well as ensuring all activities and reporting requirements are met on deadline.
- Ensure central coordination between Jakarta-based teams and London-based projects staff and other departments in BBC Media Action (Research team, Advisory and Policy team, Communications team, Finance team, Programme Development team; wider-BBC HR and legal team) to ensure high quality of support to all existing projects.
- Ensure that relevant safeguarding due diligence is conducted with any local partner organizations that may be working with vulnerable adults or children as part of the project. Where any risks are identified, ensure that projects are designed to mitigate these risks.
- Factor safeguarding issues into project design and include costs within budgets.
- Understand and comply with the Safeguarding policy and the staff Code of Conduct.
- Develop and manage effective relationships with donors, stakeholders, and partners, as well as with advisors and other staff in BBC Media Action headquarters and the wider BBC.
- Represent BBC Media Action internally and externally to donors and other interested parties.
- Support the CD and other SMT members in the delivery of relevant training to all staff and freelancers contacted directly by the office.
- Contribute to organization-wide learning and policy development.
Key Requirement:
- Indonesian citizen or right to work in Indonesia
- Extensive relevant experience working on varied large and complex projects/programs (ideally with budgets of US Dollar 5 Million or above), and substantial periods of managing projects (ideally in the development sector) to successful outcomes, leading teams, planning, problem-solving, progress monitoring, managing risk, and budget or resource responsibility
- Considerable experience of working in the development or media sectors, preferably both.
- Demonstrable understanding and commitment to international development, including the use of media for developmental goals.
- Working knowledge of the project lifecycle, products, techniques and methodologies, and approaches and the understanding of how to best apply to the situation.
- Experience in the effective management of diverse international teams, including personnel development and capability management.
- Strong financial management skills, including experience of managing large budgets and knowledge of the reporting requirements of funders.
- Proven ability to develop and secure new business, including the ability to develop new business ideas and present these persuasively to potential partners and funders, and write successful proposals.
- Confident public speaker with experience of presentations to colleagues, donors, and stakeholders.
- Excellent interpersonal, negotiating and diplomatic skills, including experience working with colleagues whose first language is not English.
- Demonstrable understanding of public service broadcasting.
- Understanding of BBC editorial values and demonstrable potential to acquire strong media editorial skills to make sensitive editorial judgments at a senior level.
- Knowledge of relevant legislation and procedures relevant for the domain e.g., procurement, contract management, environment, and health and safety.
- Strong Microsoft Office skills, including MS Project and MS PowerPoint, and experience in using data to make business decisions.
- Managed a minimum of 4 projects with budgets of USD 3-5 Million or above, or significant business area impact.
- Excels at delivery in a fast-changing, political and complicated environment, and understands organizational transformation challenges and how to operate effectively in this context.
- Knowledge of the media sector and broad understanding of the traditional and new technologies in a broadcast and or digital media environment.
- Experience working with research aimed at informing program action by building rigorous high-quality evidence.
