Program Overview
WRI works with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI has worked with leaders in more than 50 countries for more than 30 years, with offices in the United States, Brazil, China, Europe, India, and Indonesia.
Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.
The Global Plastic Action Partnership (GPAP) aims to tackle one of the most difficult and pressing challenges facing our global commons – plastics pollution – in particular the plastic pollution of rivers, deltas and the ocean. By engaging with governments, regional bodies, international organisations, and business, as well as innovators and civil society organisations, the GPAP seeks to avert the growth in global plastic pollution by 2025. To meet this goal, the first phase of the project (2018-2020) will provide “proof of concept” for the GPAP and its impact. It will do this through supporting by 2020 at least three major national/regional public-private action plans/collaborations with associated projects to tackle plastic pollution by 2025 in three hotspots around the world (Indonesia, Vietnam and Ghana).
GPAP, hosted at the World Economic Forum (WEF), is a neutral platform responsible for coordinating and facilitating the public-private partnerships and that the extended secretariat includes three regional coordinators, based locally, in Ghana, Indonesia and Vietnam. The Government of Indonesia has made significant step by committing to reduce plastics pollution to the ocean by 70% by 2025. GPAP is supporting Indonesia to reduce plastic pollution to the ocean through National Plastic Action Partnership (NPAP). The partnership brings together government, private sectors and civil society organizations to contribute in achieving national ocean plastic reduction target.
Job Summary
The secretariat of Indonesia’s National Plastic Action Partnership (NPAP), hosted at the World Resources Institute (WR) Indonesia, is looking for a Manager to drive the partnership and support the implementation of NPAP’s Action Roadmap, which will be launched in March 2020 as a step-by-step guide to achieve Indonesia’s national target to reduce plastic pollution by 70% by 2025. This position will report to the WRI Indonesia Country Director and coordinate closely with Director GPAP.
Job Responsibilities
Program Management (50%)
- Supporting the development and implementation of strategic activities of NPAP in 2020 and beyond that accelerate progress reaching reduction/elimination of plastic pollution leakage goals through policy, business shifts, improved public awareness and sustainable financing mechanisms.
- Managing and monitoring the NPAP partnership progress to ensure the deliverables are completed in a timely manner.
- Support the NPAP chairperson to facilitate and organise all NPAP activities, and, in coordination with the GPAP Secretariat, lead recruitment of potential NPAP partners from the country.
- Act as program manager for the national strategic initiative of NPAP, supporting the Indonesia NPAP Steering Board and work streams in coordinating implementation activities.
- Serve as main point of contact for the members of the GPAP Steering Board based in the region, facilitating their participation in the Steering Board meetings, and taking primary responsibility for on-boarding new members as directed by the NPAP chair, GPAP Director and Steering Board.
- Serve as facilitator of the Indonesia NPAP Steering Board, including : proposing the agenda and work plans for discussion, convening and moderating meetings and calls.
- Curate the Indonesia NPAP spaces on the GPAP Digital Collaboration Platform, coordinating the input or partners' initiatives in the GPAP Initiative Map, and coordinating the input of regional activities in the GPAP Annual Report.
- Contribute to the design and execution of the proposed annual meeting of GPAP in collaboration with the GPAP Secretariat.
- Contribute to the design and execution of an event to officially launch the Indonesia Action Roadmap in March/April 2020 (including a press conference with Ministry of Maritime Affairs and Investment and other awareness campaigns).
- Contribute to the preparation and execution of the national and global communication activities of GPAP.
- Lead preparation and delivery of key NPAP meetings:
- Act as the lead for the preparation and delivery of the Indonesia NPAP Steering Board Meetings, in collaboration with the GPAP Global Secretariat. Preparation includes logistics, event programming, and selection and on-site management of subcontractors and service providers for the professional execution of the event.
- Take leadership for organising and delivering workshops that help bring together organisations focusing on mitigating plastic pollution from private and public organisations that can help share best practices, focus on specific strategic issues and initiatives and to catalyse change while scaling and replicating positive examples and best-in-class models.
- Additional activities may be proposed during each planning year (eg to gain benefit from key engagement and communication opportunities subject to the agreement of the Forum and WRI).
- Managing the NPAP partnership which currently includes a Steering Board of 20 members (CEO/Director General-level), five Task Forces (each Task Forces comprises 10-20 members) and a wider community. Key coordinating partner in the government is the Coordinating Ministry of Maritime Affairs and Investment. Managing NPAP includes facilitating meetings, briefing the NPAP chair and creating meeting content under the guidance of the NPAP chair and managing all logistics for meetings, workshops, roundtables and other formats of convening.
- Support in identifying strategic investment partners and investment opportunities for plastic action.
- The Manager is bound to report back on a quarterly basis (financial, progress and impact reporting) to GPAP Secretariat at the WEF. In addition to that, regular communication by e-mail and/or by phone between WRI Indonesia and the GPAP Secretariat are to help create visibility over key activities, outcomes and expenses as well as to provide guidance and support in times of key events and milestone activities.
- The Manager is expected to comply with reporting frameworks agreed on with GPAP Secretariat and provided by Donors.
- In performing the duties of Manager, the employee or contractor of the organisation will seek the guidance of the NPAP Steering Board and others as recommended by the GPAP Secretariat.
- On an operational basis the Manager liaises with the GPAP Secretariat at the World Economic Forum in Geneva to insure coordination between the national, regional and global activities of GPAP.
- Manage the NPAP partnership and support the strategic development and implementation of priority actions as identified in the NPAP Indonesia Action Roadmap.
- Contribute in research and evaluation:
- Collaborate in developing reports, and/or issue briefs for relevant stakeholders on ocean plastic pollution.
- Synthesize lessons learned and experiences; publishing findings in reports, issue brief, and
- Review existing literature, studies, news, and events related to ocean plastics pollution.
- Legally able to work in Indonesia
- Minimum 12 years of experience in project management
- Experience working in sustainable supply chain issues
- Hold a Master’s degree in sustainable development, public policy, or other related major
- Strong professional network in Indonesia both with public and private sector
- Demonstrated ability to work across the public and private sector
- Strong management and organizational skills
- Excellent English and Bahasa Indonesia both verbal and written
- Excellent oral and written communication skill
- Excellent organizational and facilitation skills
- Candidate must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
- High integrity, passion for sustainable development, and good sense of humor preferred.
- Advanced skills of Microsoft Office, Internet, and virtual meeting tools
Successful candidate will be appointed on 3 (three) months of consultancy contract. Upon completion of consultancy period and performance review by WRI Indonesia, he/she will be appointed as a Full-Time employee for 1 (one) year period under Fixed-Term contract.
Must have authorization to work in Indonesia to be eligible for this position.
Final candidates might be required to take a writing test and to produce two writing samples when needed.
