OBJECTIVES OF THE PROGRAMME
The objectives of the WHO Health Emergency Programme support at country level are oriented to enhance the country capacity for preparedness and risk assessment, management and response, with an all-hazards approach, community resilience, and medical and psychosocial support in disaster, especially in high-risk areas, both at the national and local levels. WHO is the lead technical agency in health emergencies, and leader of the Health Cluster in outbreaks and humanitarian emergencies. Overall, the post will support to strengthen national and sub-national capacity for planning, implementation and monitoring of preparedness, surveillance and response to epidemic-prone and pandemic potential and other public health emergencies of national/international concern.
DESCRIPTION OF DUTIES
Under the direct supervision of Team Leader - WHE and the overall guidance of the WHO Representative, the incumbent will perform the following specific duties:
- Provide technical support to the Government of Indonesia (GoI) in strengthening/maintaining surveillance capacity/network among health programs and with other non-health related sectors, at all levels of public health systems in coordination with other relevant stakeholders.
- Provide support on the implementation of International Health Regulation (2005) and to strengthen and sustain core capacities.
- Assist Ministry of Health on further strengthening coordination and collaboration with animal health sectors and other relevant sectors in the context of one health that is responsible for surveillance and response of zoonotic diseases (particularly Avian Influenza, Anthrax, rabies and leptospirosis).
- Assist in strengthening the risk assessment capacity at various levels of national public health systems and if necessary participate in joint field investigation of EIDs outbreaks upon request of the government.
- To coordinate and collaborate with other programs in relation to surveillance of EID outbreaks and other public health emergencies within the WHO-Country Office (WCO), UN partners, local and/or international NGOs and donors.
- Identify training needs for strengthening surveillance, risk assessment and outbreak response capacity, and to ensure that effective technical assistance is provided to build institutional capacity and network of FETP programs in the country.
- Participate in the delivery of workshops and trainings related to emerging infectious diseases (EID) and outbreak prone diseases.
- Support for organizing and coordinating the implementation of IHR monitoring and evaluation framework such as country self-assessment, JEE, Simulation exercise and after-action review.
- Liaise for regular communication with national IHR focal point to ensure and facilitate timely notification of potential public health of international concern and other IHR related communications.
- Ensure that all WHO documents, recommendations, and other relevant materials are made available for inclusion in the national guidelines and training materials.
- Facilitate the technical monitoring and evaluation of activities to be implemented as per the national action plan for health security to assure that best practices and lessons learned are identified and properly documented for continuous planning particularly in relation to JEE of IHR 2005.
- Represent WHO under the delegation and approval of the program manager in meetings and advocacy activities with MoH and relevant stakeholders.
- Prepare activity proposals; monitor and evaluate the implementation of these activities; produce activity summary and other relevant documents as per the office requirement.
- Perform any other duties as assigned by WR and TL-WHE.
Education
Essential: University degree in medicine.
Desirable: Post-graduate degree in Epidemiology or public health from a recognized university or Training on-field/applied epidemiology.
Experience
Essential: At least five years of relevant experience in working on different aspects of IHR including, disease surveillance, risk assessments, outbreak investigations, and health systems strengthening
Desirable: Experience with international organizations and/or reputable national institutions
Skills
Knowledge: Knowledge of Epidemiology, Knowledge of application various tools of IHR (2005).
- Knowledge of risk assessment and field investigation, epidemic and pandemic preparedness and response.
- Knowledge in program planning, implementation and monitoring.
Technical expertise and Overall attitude at work are also required mandatory competencies.
Other skills (eg IT): Excellent knowledge of computer applications, ability to make oral and written presentations on technical issues; and ability to write detailed, coherent and concise briefing documents.

Essential: Excellent knowledge of written and spoken English and Bahasa, Indonesia.
REMUNERATION
Remuneration comprises an annual base salary starting at IDR 682,101,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
