SUMMARY ABOUT THE PROJECT
Field Support Services Project (FSSP) is a five-year project (October 2019 – October 2024) funded by Global Affairs Canada (GAC) and managed by Cowater International. FSSP provides administrative, financial, procurement, and logistical services as well as support to the in-country development programming for the Government of Canada through the provision of technical specialists in gender equality, governance and human rights, and environment and climate action and assisting GAC in procuring and managing local development initiatives. These programs will take place in Indonesia and the ASEAN regions.SUMMARY OF POSITION
GAC requires the services of a Climate Change and Environment Specialist for the Department’s Indonesia bilateral development Program to support the Program in day-to-day work to keep GAC informed and engaged with relevant climate change and environment work and actors in Indonesia. The Climate Change and Environment Specialist (the Consultant) will work with GAC’s Sector Team Lead and as necessary, GAC HQ’s assigned Environment Specialist, with the following objectives:
Ensure that GAC’s Sector Program Team has strong, up-to-date sectorial knowledge and analysis in the field of climate change in order to enhance GAC’s inputs in dialogues with the Government of Indonesia (GoI) and other partners on climate-change and environmental issues as well as to enhance decision making for future interventions. This could be achieved by, among others: developing and maintaining networks with key actors and respectively providing GAC with observations gained from participation in meetings and other events with GoI and other actors in Indonesia, as well as providing analytically oriented briefs of key Indonesian policy / program / donor developments related to climate change (including Agriculture, Forestry and Other Land Use (AFOLU) and energy) and environment (including water resource management, ocean marine litter, and environmental impact assessment); and
Ensure that GAC’s program/project planning and development are informed by strong climate-change and environmental analysis and leads to effective implementation of Canada’s Feminist International Assistance Policy for Indonesia.
KEY RESPONSIBILITIES
Working on a day-to-day basis under the direction of GAC’s Program Sector Team Lead and in close coordination with the GAC HQ specialists, the expected services of the Climate Change and Environment Specialist will include, but not be limited to:
Provide evidence-based analysis and advice that contributes towards sectoral knowledge. This includes, but is not limited to
- developing donor and other stakeholders database;
- project mapping;
- identifying and updating plans and priorities of the Government of Indonesia;
- daily updates and analysis on development or policy changes in the sector;
- tracking and updating a database for GAC’s climate financing implementation in Indonesia;
- advisory support prior to meetings/consultative meetings/policy dialogues in a timely manner;
- knowledge dissemination of briefs and analysis;
- liaising with relevant GAC headquarter specialists (i.e. Environment Specialist, Forestry Specialist, etc.) as appropriate.
- reviewing project proposals;
- carrying out research and providing assessment on organizations’ capacities;
- identifying opportunities and barriers;
- identifying lessons learned/best practices from previous GAC projects and from other projects in the field;
- identifying synergies with other development projects;
- supporting the planning of new initiatives through scoping assessment; and
- as necessary, providing support towards identifying and assessing potential new and operational projects for environment / climate change opportunities;
- propose risk mitigation and opportunity enhancement measures by working closely with the HQ assigned environment specialist and GAC Project Team Lead (PTL) to complete the mandatory Environmental Integrity Process (EIP) form.
- monitoring climate change and environmental projects and providing advice to maximize achievement of results;
- making recommendations on any needed corrective or additional measures;
- as necessary, monitoring and evaluating Indonesia’s program for compliance with Strategic Environmental Assessment (SEA) requirements as well as operational projects for compliance with mandatory EIP; and
- providing support towards GAC Indonesia Program’s new Strategic Environmental Assessment (SEA).
- initiating contact and meetings;
- participating in seminars/meetings/workshops; and
- organizing or contributing to climate change donor meeting(s) and other related meetings.

- organising meetings, documenting meetings/visits with photos, writing event updates for social media or further publications, and writing meeting reports.
Any other relevant tasks as assigned by the GAC.
JOB REQUIREMENTS
Education:
- Postgraduate degree directly related to climate change.
- Minimum 10 years of professional work experience as technical expert or advisor in climate change, and sustainable landscape management in international development programs or projects.
- Climate mitigation. Solid knowledge of, and professional network with, Indonesian institutions/ think tanks/ influential actors in the AFOLU (Agriculture, Forestry and
- Climate adaptation. Solid knowledge of, and professional network with, Indonesian institutions / think tanks / influential actors in the climate adaptation, particularly as related to water resource management and rainfed and transformational climate smart agriculture.
- Knowledge of and network with Indonesian institutions/ think tanks/ influential actors on broader climate change and environment sectors, including renewable energy (as another priority for GAC), plastic waste management and its impacts on marine pollution, low carbon development, nature-based climate solutions and climate finance.
The Consultant is responsible for the quality of all reports that s/he produces and submits.
Competencies:
- Strong knowledge of the Indonesian climate change policies and programmes, methodologies, technologies and practices, and socio-economic and cultural context.
- Strong knowledge of international developments on climate change, including global agreements, methodologies, technologies and practices. Reference documents include the Paris Agreement; 2014 IPCC Report and the 2019 IPCC Special Report on Global Warming of 1.5°C (link); the Sustainable Development Goals (link).
- Capacity to identify and analyze socio-economic, political and cultural context, understand different vulnerabilities among target groups, develop scenarios, and develop program impact assessment.
- Ability to lead strategic planning sessions and contribute to the implementation and monitoring of programs.
- Ability to self-learn new subject areas in the fields of climate change and environment.
- Ability to deliver quality reports or assessments in a short time.
- Good facilitation skills and ability to generate ideas from, and build consensus among, a wide variety of stakeholders; and demonstrated ability to work with people from diverse backgrounds and perspectives, and

The Consultant is expected to posses skills and experience in the following areas:
- Knowledge of and network with Indonesian institutions/ think tanks including the Government of Indonesia, development banks, donors, NGOs and INGOs, UN agencies, and research institutions/universities;
- Strong knowledge of the Indonesian climate change policies, climate-related technologies and know-how, Indonesian landscape, peatlands, social forestry programs as well as Indonesian socio-economic and cultural context;
- Strong knowledge of the international developments (UNFCCC/Paris Agreement) on climate change issues, including sustainable landscape management, AFOLU and climate adaptation sectors;
- Demonstrated track record in report writing (in English); and
- Strong analytical skills and strategic thinking.
- Strong knowledge of renewable energy and/or other climate change and environment sectors, including plastic waste management and its impacts on marine pollution, and low carbon development;
- Advanced education and/ or work experience in climate mitigation (AFOLU and utility scale renewable energy) and climate adaptation;
- Ability to calculate GHG emission reductions using standard IPCC/GHG Protocol methodologies;
- Experience in Environmental Impact Assessment (EIA) under Analisis Dampak Lingkungan (AMDAL) process or other such processes;
- Experience with climate finance, blended finance, concessional loans, and combinations of grants-loans;
- Good understanding of gender equality challenges in the climate change and environment sectors;
- Good understanding of project development and results-based management; and
- Experience working with the Government of Indonesia, development banks, and donors.
The Consultant must be fluent in Bahasa and possess the following levels in English:
- Oral = 4 – Advanced Professional Proficiency
- Reading = 4 – Advanced Professional Proficiency
- Writing = 4 – Advanced Professional Proficiency
WORKING ARRANGEMENTS
The Consultant will work from his/her home base with virtual meetings/interviews with GAC colleagues and external experts. Working over the weekend or after regular office hours may be required. The Consultant is expected to rely on his/her expertise, conduct an extensive literature review, and perform triangulation by interviewing experts. The drafts produced by the Consultant will be peer reviewed by experts, the result of which should be incorporated by the Consultant.
The Consultant will report to GAC’s Climate Change Program Sector Team Lead. A consultant evaluation will be completed in order for regular payments to be released upon satisfactory delivery of the assignments. In the event that travel to other regions or cities is necessary, all necessary costs will be borne by GAC, through the Field Support Services Project (FSSP), following the approval of a travel plan and associated budget.
DURATION OF THE CONTRACT
The total expected duration of the assignment is up to 220 days. All reports must be finalized and submitted within this period. The Consultant is expected to start in March 2020. Payments will be processed against the reports (deliverables) therefore a financial report is requested for each deliverable, giving the flexibility for the Consultant to manage the number of days to spend on each deliverable within the defined timeframe.

- Financial Proposal shall be submitted in the following format:
- The financial proposal should specify an all-inclusive daily rate for up to 220 working days;
- The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee and when applicable any other relevant expenses related to the performance of services under the contract, not including travel expenses.
