National Support for Local Investment Climates (NSLIC) / National Support for Enhancing Local and Regional Economic Development (NSELRED) Project is undertaken in partnership with the Government of Indonesia through the National Planning Agency (BAPPENAS) with the financial support of the Government of Canada provided through Global Affairs Canada (GAC) with capacity building for improving local investment climates and local economic development in selected Districts in 2 Provinces - Southeast Sulawesi and Gorontalo.

NSLIC / NSELRED Project is currently looking "Local Investment Climate Advisor", Jakarta based.

Overview: The Local Investment Climate Advisor is based in Indonesia and responsible for advising on investment climate support activities under Immediate Outcome 1110 (Improved ability of national and local governments to address constraints in business regulations and licensing that impede gender-responsive, environmentally sustainable economic growth) of the project Logic Model.

The key responsibilities of the Local Investment Climate Advisor during the implementation phase of the project will include the following:
  • Provide inputs in the development of the Annual Workplans;
  • Provide contributions to results tracking and progress reports;
  • Work closely with the Provincial Coordinators and District Facilitators in the planning and implementation of Investment Climate capacity development activities;
  • Provide technical advice and support to national and local government and non – government project partners, including private sector actors, regarding the LRED consultations, planning, monitoring, regulatory impact and licensing including the Online – Single Submissions
  • Provide technical expertise to maximize the results from the local investment climate activities;
  • Facilitate coordination and collaborative work among the short-term advisors and experts in the delivery of support to investment climate;
  • Identify new practices and programs to achieve LRED targets for consideration by the project partners;
  • Coordinate with other projects advisors and specialists to integrate GAC’s cross-cutting themes (gender equality, environment, and governance) throughout the project;
  • Maintain up to date knowledge on investment climate efforts by national and international partners to identify synergies and benefit from lessons learned; and
  • Maintain open communications with local stakeholders, project partners, and staff.
Qualifications:

Education:
An postgraduate degree in a relevant subject (e.g. economy, social sciences) is required.

Experience:
  • At least 10 years’ experience working with national and local governments, non-government, and related stakeholders regarding the LRED, regulatory analysis, business permit and licensing
  • At least 5 years’ experience building the capacity and providing technical services on the investment climate in Indonesia, demonstrating a sound understanding of efforts by national and international partners
Knowledge:
  • A good understanding of Indonesian culture particularly as it relates private sector investments and business operations
  • Familiarity with local investment climate context in Indonesia, including business development services at national and local levels.
Skills:
  • Strong communication and presentation skills, including knowledge of PowerPoint.
  • Ability to work well with people from different backgrounds and levels of responsibility.
  • Excellent writing skills.
  • Good command of spoken and written English would be an asset.
