CARE, like many other INGOs, has been putting in practice its institutional commitment to diversification within the confederation and to the localization of aid and strengthening partnerships with national entities. In line with this, in July 2018 the Yayasan CARE Peduli (YCP) was established as the national CARE entity that will continue CARE’s presence and operations in Indonesia. CARE believes that this important step in the evolution of CARE’s presence in Indonesia will further enhance its more strategic role in both the development and the humanitarian fields.
As a national entity not only will YCP continue CARE’s activities, programs and presence, but that as a result YCP could also contribute more significantly in addressing and representing national development priorities both in Indonesia and globally as well.
As part of this organizational evolution, Yayasan CARE Peduli is seeking for committed, resourceful individuals who are passionate about poverty reduction, gender equality and social justice to spearhead YCP’s operations and advocacy on those priority issues.
Job Description
Job Objective/Summary
The Team Leader manages and leads the Central Sulawesi sub-office and team based in Palu and is the representative for CARE in the Province as well as the interface between the sub-office and the headquarter office in Jakarta. The Team Leader is responsible for the quality and effectiveness of CARE’s humanitarian and recovery projects on the ground in Central Sulawesi, and is responsible and accountable for coordinating and managing all project and operational activities. The Team Leader also has overall responsibility for the security and well-being of staff based in Palu. This position will be based in Palu and will be under direct supervision of the Jakarta-based Program Manager-Disaster Management.
Duties and Responsibilities
- General management and Leadership (30% of time spent)
- Ensure all staff are fully briefed on all aspects of security, social and cultural norms and local conditions and behavior.
- Create the conditions to ensure effective teamwork and morale. Ensure staff wellbeing is addressed.
- Ensure the Program Manager-Disaster Management in Jakarta is kept informed about program delivery, operational updates and other significant developments.
- Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, color, sex or creed.
- Ensure the effective management, maintenance, security and legitimate usage of all project facilities, vehicles, personnel and equipment.
- Understand the procurement process for contractors, services and another related tasks
- Coach the Palu-based Program Managers on budget review and make sure all expenses are on track
- Support Palu-based Program Managers in developing quarterly and yearly workplans
- Hold one to one meetings with staff on a regular basis
- Program, Design, Implementation and Monitoring (25% of time spent)
- Assist staff to meet all donor and relevant CARE member reporting requirements in a timely manner.
- Maintain ongoing surveillance of the context and adjust activities accordingly.
- Ensure adequate monitoring, reporting and acquittal of emergency response and recovery activities in accordance with CARE International’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.
- Ensure that different sectoral activities are implemented in a coordinated and integrated manner.
- Support the design of new program interventions and contribute to program development activities.
- Provide technical assistance, support and mentoring to project staff and implementing partners as required.
- Assist staff with reporting, donor compliance, adherence to quality standards and capacity building.
- Ensure weekly team and staff plans are developed, team meetings organised and actions executed.
- Personnel management (25% of time spent)
- Ensure that all staff clearly understand their roles and responsibilities on the basis of their job descriptions; monitor staff performance and provide constructive feedback to staff in line with performance management procedures.
- Conduct performance appraisals of staff and ensure regular feedback and mentoring on individual performance.
- Ensure that staff participate in the development of project weekly/monthly work plans.
- At all times, ensure the safety and security of all Project staff in line with CARE’s policies and procedures.
- Ensure coaching, training and guiding project staff in all aspects of project implementation.
- Ensure coordination and information sharing between Program Manager, Program Support staff and Sector Specialists.
- Work with team members to provide solutions to challenges observed by staff members
- Government liaison and external relations (15% of time spent)
- Establish and maintain constructive working relationships with NGOs, UN agencies, authorities and other principle stakeholders on the ground in Palu
- Comply with host government priorities and policies where these complement (are consistent with) CARE’s Mission and Vision as well as with donor contractual obligations and the need to ensure project quality.
- Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area.
- If required, act as a CARE focal point for Eastern Indonesia and its network of partners, particularly in the event of emergency response, in cooperation with the Partnerships Coordinator based in Jakarta.
- Other management responsibilities as required (5% of time spent)
- Willing to join with the Emergency Response Team (ERT) and Safety & Security in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with existing needs
Requirements
- Education, experience and technical competencies
- Bachelor Degree and/ or Master Degree in Social Community, Economy, Business Administration
- A minimum of 8 years’ experience project management and leading teams within an INGO or related environment, an expectation of at least 2 years applied in-country.
- Solid emergency response and recovery work experience in Indonesia
- Project management experience and good knowledge of all aspects of Project Cycle Management
- Ability to work under pressure and meet short deadlines
- Ability to develop and foster external organizational relationships and applied representation skills.
- Ability to coach and mentor staff in a cross cultural environment.
- Commitment to uphold CARE’s PSEA's (Prevention of Sexual Exploitation and Abuse and Child Abuse) Policy
- Advanced written and spoken English Language skills.
